In the USN, human sacrifice is a crime. Any offenders will be charged with Murder in the first degree, and sentenced to life in prison.

Similar crimes people can be punished for is allowing your child to go without medical care or treatment, for any reason, even if it is your belief that medical treatment is wrong (such as christian scientists). There are a few exceptions, such as if a person who is sick or injured would end up having a very low quality of life even with treatment, such as a person who needs constant intubation for the rest of their life, in which case the parents may decide to take a child off of life support. But over all, it is illegal to not seek care for your child unless these circumstances happen.

Under Agerlan law, human sacrifice is classified as murder of the first degree, and is punishable by twenty to one hundred years imprisonment depending on past criminal record, with no chance of parole. Assisting in such a sacrifice is punishable by no less than ten and no more than thirty-five years depending on past criminal record, with no chance of parole except in special circumstances.

Like circumcision of a minor, involuntary circumcision, and baptism of a minor, both involuntary sacrifice and sacrifice of a minor are classified as barbaric religious practices and will land you in a labor gulag. So if you sacrifice a victim who did not or could not give consent, watch your genitals, some of your fellow inmates seem to have a thing about mutilating them!

And of course even if the victim can and does grant consent, getting the state to recognize it and permit the sacrifice is a laborious process swimming upstream in a hostile bureaucracy...

What is the state of human sacrifice in your nation?

Owing to the religious demographics of the Empire and the social stresses related to it therein, human sacrifice is legal if one is a practitioner of Demetrism, a small but prevalent ethno-religion practised by the Gypsies. It is usually voluntary, if it's any comfort to you barbarous outsiders.

Unfortunately practiced by a minority of Lamaistic Tengrists. Normally in Pastoral Areas, Extremist groups will take youths and symbolically disembowel them. Their intestines being spread syward towards Tengri.

This is highly illegal and heavily cracked down on by police and Lamaistic Priests.

Illegal and not practiced. Occasional cases surface, but these are treated as criminal homicide.

In more primitive times, human sacrifices were made to various gods and deities. Human sacrifice was largely forgotten in the region by the time the Kingdom of Bastia formed in 215, though some areas may have continued the practice sporadically. The founding articles of the Commonwealth of Crowns of 968, which formed a coalition of local kingdoms, principalities, and city-states, explicitly forbade the practice in reaction to a popular fear that marauding Christian crusaders would crucify people in the name of their lord and savior. This belief was unfounded but illustrates the thinking of the time.

As my people are bonded from an early age to a ribbon-eel, expected to live to at least 17 years old, at which point the eel has undergone 3 changes and the person may instead sacrifice a halfstone of lapis, a halfstone of salt, and a deathbringer, (a purified shark, sacrificed with a spear of glass) if the eel dies before that it is a sign of incontemptenace or uncaring about the oceans creatures, so the person is sacrificed with the lapis and salt in much the same way as the deathbringer. Before you say this is barbaric, it guaranties a spot as a ribbon eel in the next life and the person who is sacrificed feels no pain, as they are given a strong narcotic beforehand, and the sacrifice ceremony is a large celebration, with the sacrificee taking the narcotic and falling asleep after having what was likely the best time in their life.
