Chocolate is by no means illegal. Imagine the sort of country that banned chocolate, and you're imagining a tyranny that even Platinea, neutral as it is, would be tempted to intervene.
Enough with levity, though. Your request is approved, although it would be appreciated if the dog were spayed or neutered, and that at minimum, we know the dog's breed (if not its pedigree as well). As long as you are able to fit a laser tag facility in the embassy, it is acceptable; however, if you wish to operate it on a commercial basis, the facility will be subject to normal business and sales taxes. Business tax in Platinea is fairly light, due to Act 36-1-10 - 5% of annual income. Sales tax is assessed by the city of Montevideo proper, and will amount to 10%.
As for terms for airline travel, Aerolineas Platineas has informed us that it is prepared to offer direct nonstop service from Artigas to Galt International by MD-90-30ER, with up to three daily flights, and from Serena International to Galt International by MD-90-30ER, with up to 3 daily flights; furthermore, AP is prepared to offer nonstop air freight service from Serena International and from Artigas, with 1 daily flight from each destination. Artigas is open to any passenger, charter, and freight airlines that apply for routes.
Sincerely,
Juan O'Reilly, Minister of Foreign Affairs, and Walter Vargas, Minister of Transportation

As long as your security are willing to submit to background checks and to license their firearms with the Ministry of Security, they are permitted. With that in mind, I would like to welcome you to Montevideo, and hope that our two nations' relationship will be peaceful, fruitful, profitable, and mutually beneficial.
Sincerely,
Juan O'Reilly, Minister of Foreign Affairs
