They're external diameters.

Shoulder and base 40mm, neck 32mm, rim thickness 3mm. If by base diameter you meant the rim, then that's 40mm.

Because you need some taper I'm order to extract the round, especially with long, high pressure rounds.

There's a formula someone derived ages ago that allows you to estimate the volume of a case based on its dimensions, weight of the case and the density of the case material. I don't know how it works, I just know that it works.

Volume is easy to calculate though! it's two truncated cones and one cylinder, so (using your case and assuming uniform 1mm case thickness) the volume is equivalent to (((1/3)(pi)((19^2)+(19*17)+(17^2))171)+((1/3)(pi)((17^2)+(17*15)+(15^2)12)+((pi)(15^2)16)), for a grand total of ~195,210mm^3 H2O.
Edit: Give me the actual case thickness at the base, shoulder, and neck and I can calculate your actual case capacity, because it obviously isn't 1mm thick everywhere.
Edit2: does anyone actually have a list of standard ratios for case thickness of cartridges? If so, I'd love to see it.

Most rifle cartridges have a 5mm cartridge web, 0.84mm wall thickness at the base and 0.41mm wall thickness at the shoulder.

The 5.45x39mm apparently has a 4.34 mm cartridge web, 0.74mm wall thickness at the base and 0.31mm wall thickness at the shoulder.

I don't know the standard thicknesses for cartridges beyond .338 LM, though.

Figure this is as good a place to start as any, since I do have a wee bit to show.

The CNR is one of the first governments to rise out of the primordial chaos left behind after [as of yet unspecified nearly apocalyptic event] altered planet earth permanently and severely culled the population some time in the mid-to-late 20th century. CNR is the first (so far) successful attempt to unify the settlements of frontiersmen under a single flag, but the federal government is still extremely weak. When there is combat, it's rarely an organized group of military regulars. Instead, defense is handled by local militias which vary in equipment, tactics and numbers.

But handwaving the need to design military stuff by saying "Oh, it's just assorted civilian weapons and outdated military gear" is boring, so I'm gonna make an effort to set in stone some of the gear of the more significant militias (as well as the somewhat more secretive and sinister troops the Fed will use to root out political dissidents once it's more established, but we'll get to that) so that I have something to draw. I'm working on some infantry dudes but in the mean time, have a rough sketch of what'll end up being the most common infantry rifle in the territories: Whatever your daddy used to shoot at moose with.
