It's not like issuing AK-whatever over M-whatever is suddenly going to turn each soldier into Rambo. And I mean that in both the supersoldier killer and traumatized veteran kind of way. Looks meanwhile can help sell your rifle on the civilian market thus netting you cash to buy more important things for your army like artillery. So there it is.

This is, basically, true. There's a limit to how good any standard issue infantry rifle's really going to be-- there's degrees of performance, but in the end the training matters more than the weapon most of the time.
