OOC: we were arguing about Turkey. As in: not SARAz. What happens in SARAz was never under discussion, other than it's expansion. You have no jurisdiction there. The development projects that were being argued about only applied to the territories of Azen being given to foreign powers at the time. And never imply things in negotiation, it messes things up. Be specific about what you mean next time. We considered SARA to be a wholly separate entity from NPE-occupied Azen. Therefore, the education system agreed upon only applies to former Azen territories occupied by the NPE.
