*This is a draft for the National Factbook of The Republic of Vectors. This has been an ongoing project, slowly compiling data over two years, so everything may not add up. I am slowly working out the bugs. Please telegram and point out errors or concerns. Thanks. *








The Beginning

The Supernation of the Republic of Vectors, also commonly called 'Vectors' is a nation which claimed its independence over two decades ago from the oppressive tsars who ruled the region under an iron fist. Through years of bribery and concessions, Vectors finally obtained the paperwork to complete its separation. Several years later with one final, highly observed push, Vectors broke away from being a puppet nation and developed into its own country. Two decades after that, Vectors invaded its former parent country and proceeded to dominate the continent to this day.

Geography


North
To the North of the country, the Marisand Ocean runs the expanse of the land, many small bays and outcrops define the land from the frigid waters. A dozen years battling overfishing and water pollution had the government force industry to create dedicated, contained, fish farms within the outcrops. So to this day, the Northern boarders ocean-wise are nearly devoid of fish, but a mere few kilometres either direction will bring one to a large, state owned, privately run fish farm. On the outcrops, a disproportionate number of defence installations and navy ports create almost a chilling image to the outside world. Dirt is seemingly sparse up North, and many rocks lay exposed because of it. The landscape up north can be pictured as grey and barren. A cold wind from the ocean always runs through this area, and even in the summer people catch chills from it. This area is nearly devoid of habitants but becoming more and more industrialised as the government wishes to change that. The further south inland one travels, the more habitable the landscape seems. Soil depth increases as well as vegetation, the climate stabilizes, and the landscape itself seems to be more peaceful. Reptarin, one of Vectors’s largest ten cities is located along the north coast, where it borders the famous ‘Port Import’ and the countries’ second largest navy defence installation. Eighty one percent of the population living ion the northern region live in Reptarin.

East
The East, from the Vice and Mount Justus area, is a terrain full of hills and beautiful scenery. Scattered throughout it are two of the most populated cities, Seriov and Wistler. Despite being beautiful scenically, that is only because of restrictive laws demanding that the thousands upon thousands of industrial buildings and companies stay away from nature. The East is by far the most industrialized part of the country. Eight of ten random companies at any time are located in this area. Upon hindsight, many people agree that building an industrial park in an area surrounded by hills was a bad idea. The pollutants get caught in the hills and must be mechanically pumped away via a complex network of pipes. This pollution goes through many filtration processes to reduce the environmental impact. In what many people call "the island", which is the area that is almost an island across from the Justus mountain range, along the southern landscape, Vectors boasts nearly eighteen thousand square kilometres of semi-rainforest. The climate is always warm, and receives warm air from the south mainland. These rain forests, while small, are carefully guarded by government agencies against illegal logging and hunting.

Central
Central Vectors is a very warm area, and is almost classified as semi-desert. Temperatures can get up to forty degrees Celsius in the summer, and the nights cool off greatly. This area is relatively flat and the heat helps make substantial crops in the region. Most people living in central Vectors live on farms and acreages. Infrastructure in the central area is primitive but usually effective as the people are used to how it operates.
South
South of the approximate Mount Justus area, the land is almost tropical. This is a tourist heavy location, beautiful forests, great hot weather, and a well-developed tourism specific infrastructure. Beautiful private and public beaches adorn the landscape, though one does not have to travel too far to find a defence installation looming over the cliffs or set back in the plains. These beaches often use imported sand because of the finer texture than the broken gravel that naturally litters the beaches. The defence installations in the south are fewer than any other area and are much more passive looking and pleasing to look at. Lots of effort went into making them look warm and inconspicuous. The waters in the area are warm and often clear, but there are fewer lakes then in the other areas of Vectors.

West
Western Vectors consists of miles upon miles of grassy hills and vast plains. Away from the heat that affects the central region, this area is a perfect cool temperature to allow grassland to flourish and wild game to be heavily populated. There are a small number of very large forests in this region, with several of the islands completely taken over by the heavy trees. The Vectorian Capital, Victory is located in the Western region. Several of the largest military structures are based in the Western region, such as AFB Triton, home of the famous 101st Airborne Division.

The Republic of Vectors is a one party government with an official elected by party members to be the President for a term between ten and twenty years. The citizens of Vectors may choose to join the political party to experience the right to vote, though depending on elements such as "homeless status" or criminality may result in a refusal from the party. The next leadership election will be no later than 2017. laws are introduced by two differet routes; a) the members of the political party vote to approve a new law then it is sent to the President for approval or denial, or b) the President comes up with a new law that gets sent to the political party for approval or denial.


The Current President


Bojvi Sulvina


Bojvi Soblima is a thirty eight year old man, and the youngest running for Presidency. Joining the Vectorian Armed Forces at seventeen, Bojvi rose in ranks to becoming a Captain by twenty nine through extraordinary talent and leadership. Bojvi has degrees in political science, international relations, and logistics all accomplished while serving in the military. Eight years ago Bojvi took to politics, where he came out from being the underdog to one of President Justus’s current advisors. Bojvi has the Presidents nomination, which carries significant sway by party members. Bojvi is set on maintaining the military’s strength while reformatting its ageing doctrine. This candidate looks to attract new economic growth to send Vectors into a new age of prosperity through reducing resource imports from foreign countries and increasing domestic production. Pro: Military, self-dependence, Traditional values, Economy - Con: Large government, High taxes

The Flag

The Vectorian flag has several symbolisms. The symbol in the middle of the flag represents the three parts that keeps Vectors free at its core, Discipline, Responsibility, Society. The green band on top represents the power of the people, their (semi) democratic values, freedom and the way it shapes the nation. The gold band represents Vectorian wealth and prosperity. Under government supervision, the economy has flourished exponentially, and the general populace enjoys luxuries as a result. The red band on the bottom represents patriotism towards the nation. The burning love that keeps Vectors together, the desire turned truth that the Vectorian people are better than any other nation in the world, and a constant reminder of those who died protecting it and the blood they shed.[/box]


Measurement
Vectors uses the Metric system, and has used it since Vectors gained its independence.



Imperial Flagship
The Flagship of Vectors is the Armada class nuclear battlecruiser, based off of the Perun class cruiser. This navy weapon platform is two times the size of the Perun, and holds many times more armament. FOBS and ICBMs are compatible for launching from the ship, allowing this asset worldwide strike capability. This ship was the product of many years of discreet cyber information gathering, storefront reverse engineering, and good old Vectorian ingenuity. This platform cost Vectors 1.15 Trillion NSD and took 16 years to build. This ship is completely modular, allowing for old or outdated components to be switched out with very little effort. The ship is nuclear powered with backup convention engines; also useful for giving a speed boost for a period of time. Top speed is forty knots at full power, while average speed is twenty four knots. This ship is based at Port Golem, also the location of the Fourth Carrier Fleet. This ship is NBC protected and has revolutionary EMP shielding. The ship has a crew of 1'800 people to man its systems, despite being highly computerized.

The Imperial Flagships role is not primarily a combat vessel, rather a well defended government transportation ship and goes with the president wherever he goes throughout the world. This massive vessel, while beastly on the outside, has the inside a king could only dream of. Royalty can live comfortable in this vessel during any state visit, or emergency.

Foreign Aid
The thirtieth day of March 2010, President Justus announced that no more foreign aid was going to be leaving the country. He was quoted saying that Vectorians should not have to work and pay taxes for the other countries mistakes. The 140 million dollars a year that were allocated to foreign aid was cut from taxes, giving the citizens a slight tax break. He reminded the citizens that private aid organizations still existed if they wanted to spend their tax dollars on foreign aid.



Mandatory Military Service
All the way back in 1962, Tzar Freccnitz imposed mandatory military service under the military enhancing measures of that period. He was responsible for giving the military sweeping powers that are still apparent today, and that have allowed Vectors to remain the glorious nation she is. The debate to abolish this military service has been brought up throughout every government in office, but it remains to be a mandatory action to this day.


Gun Rights
Vectorian citizens are granted very liberal gun rights. Any light arm (less than 12.7x99mm/.50) can be acquired, but is limited to a five round burst. Any medium or heavy weapon (12.7x99mm/.50 and up) is restricted to semi-automatic. These weapons may be owned as the people wish. No explosive devices or launchers may be owned. Open and concealed carry is encouraged and legal. At times however, police may prohibit weapons from certain areas for public events at the local police chief’s discretion, such as public events or in public buildings. Weapons and ammunition are heavily taxed, at a flat 300% tax rate. To acquire a licence, there is a very throughout background check, testing system, psychological tests and a registry for people and their guns. But after passing these tests, any handheld weapon system may be acquired. Every firearm, suppressor and other weapon devices must be registered. Breaking the laws imposed on firearms is one of the most severe crimes that one can commit. In rare instances, the judge orders an execution. In better sentences, twenty years of hard labor.


Zombie Virus
The studies in our nation shows it is a highly elusive, highly infectious virus that hibernates and then becomes active during the day of halloween. We believe this virus is linked to similar global reports of anomalous blood tests.


Differential Global Positioning System (DGPS)
Operates for both GPS and DIALGA satellite systems, reducing the error rate from within 15 meter down to about 10cm nearest to the DGPS markers.
There are 190 land based DGPS signallers for precise accuracy throughout Vectors.

The Vectorian Coast Guard is a militarized wing of the Vectorian Navy, tasked with protecting Vectorian shores and its territorial waters and economic exclusion zone from threats, both domestic and foreign. The Coast Guard often receives military surplus or elderly warships as its main fleet, as such much of its funding goes into repair and maintenance of these warships.

Silo Based Units
Number= -Classified-

The number of fixed positions for ICBM launch sites is strictly classified, and only a few people know exactly how many there are. They are scattered throughout the country, in some of the harshest and most raw places. Of the ground launch sites, all parts of the site are underground. The launch silo too is underground, encased in large armored holding platforms surrounded by a sea of reinforced concrete and proven alloys. The launch silos are extremely deep and difficult to damage, sometimes being up to two hundred feet deep. Each silo is equipped with overhead blast doors of twenty feet in thickness. The blast door roof of the silo is disguised to look like the surrounding area to satellite imagery, and there is no emitted thermal signature. Unfortunately these sites are susceptible to ground penetrating radar, as are most underground facilities.
 
Mobile Units
Number= -Classified-

Throughout Vectors, often in desolate areas, hundreds of 
mobile land based launch units are always on the move, in large escorts protecting the Vectorian ICBM's. The particular TEL systems that carry these ICBM's can be set up in nine minutes, and taken down again to move in five.  While the exact number of mobile launchers is classified, there are often reports from citizens seeing the convoys. Standard procedure is to move the mobile unit every thirty six hours, without a schedule so all the units move at different times of the day and night. 
 
Air Force Nuclear units

The Vectorian Air Force has its own large responsibility for nuclear weapons.  A favourite of the Air Force is the EOTS Devastators armed with upgraded GAM-87 Skybolt ballistic missiles. These new missiles are dubbed the 'VALM-227 Slash' The Devastators can each carry 4 Slash missiles at a time. Vectors has modified the Skybolts to incorporate better guidance systems, a more durable frame, and a more efficient warhead. A wide range of nuclear tipped cruise missiles are also employed; most of them with stealth capabilities. The air force also deploys nuclear free fall bombs in its arsenal.
 
Navy Nuclear units
Number= Classified-

All Vectorian navy capital class warships carry nuclear weapons. This ensures that every Vectorian ship can be seen as a conventional and a nuclear deterrent by any foreign aggressor. Ballistic missile submarines have both conventional and nuclear warheads for most missiles, and the warheads can be swapped from within the submarine within twenty four hours to the other type. The navy maintains an outstanding number of nuclear weapons among its vast fleet, numbering at least ten thousand warheads. 
 
Railroad Nuclear units
Number=  Classified-

The Vectorian Armed Forces currently has several dozen trains hauling nuclear missiles on its rails. Those specific trains are modern Vectorian variant of the Russian RT-23 Montelets ICBM, now the VTLM-183 ‘Scar’ Train Launched Ballistic Missile launchers and their protectors. The trains usually travel in convoys of upwards of 20 railway cars. One of such car carries and launches the Inter Continental Ballistic Missile. Other cars carry sensitive equipment critical to a launch, radar systems and military personnel for protection. On lifts hidden within the armoured rail cars are a large assortment of anti-aircraft weapons; ranging from SAMs to autocannons. There are two ICBM missile reloads in the train cars, with each taking four hours to reload and arm before launching again. These trains are nearly identical to normal transportation railway cars with the coverings in place. 
 
Fractional Orbital Bombardment Units
Number= -Classified-

The Republic of Vectors has many orbital bombardment systems, rumored to be within five digits worth, of FOBS for a true worldly strike capability. The FOBS arsenal is land, ship, and underwater based launch sites. The FOB missiles are armed with a variety of warheads, from composite rods, to nuclear/biological/chemical munitions.

Vectors has stockpiled a small arsenal of 136 powerful, dedicated neutron bombs for unconventional warfare use. These bombs still flatten a city block, but after that the rest of the entire city will be flooded with heavy radiation, with a 50% kill rate within 5kms in every direction. This kill rate is over the proceeding forty eight hour period after the detonation. 30 of these neutron bombs are smart munitions to be released from aircraft, while 100 are as warheads for use on ballistic missiles, and the remaining six are in disguised  for smuggling into a country, city or base.

Chemical Weapons

The Republic of Vectors is host to a huge arsenal of chemical weapons. These include the latest in nerve agents, blister agents, chocking agents, gasses, sprays and related. These chemical weapons are mainly stored at secure facilities, however several hundred are readily disposable at airbases and navy yards for an immediate retaliation. The chemical warfare stockpile has never been used and serves as a passive defense after the primary nuclear deterrent. The members of the chemical forces are responsible for the upkeep and inspection of chemical munitions for Vectors. Members of the chemical force are subject matter experts and are highly looked upon for training and advice regarding these systems.

The Military Intelligence Group, or (MIG), is the Vectorian international intelligence organization for outer-Vectors threats and intel gathering capabilities. MIG receives relevant information from NIG regarding concerns beyond the borders. The MIP is able to use this information and apply it to military and covert operations abroad. Any information gathered in the field by the Armed Forces, Special Agents, or even the (former) Ten Orders is sent to MIP for analysis then sent to NIG as required. The MIP controls the nation’s operatives and 'spy teams' (Special Agents) and is focused on international intelligence and operations.

TOP SECRET IC


Mount Olive, is our underground nuclear battlefield command center. It is publicly declared as the Vectorian head of government safe location in case of any conflict, including nuclear war. It takes a short twelve minutes to evacuate the top end of the government from the capital to this fortress base. It has taken eight years, almost two trillion dollars and tens of thousands of people to create this mountain; and construction is still ongoing.
While declared publicly as an important strategic retreat for head of state level people, the fact is because it is so famous, in reality government figures are unlikely to go there. With the size of power of modern weapons of mass destruction, nowhere is safe anymore.

Communication
-Mount Olive has its own private and encrypted satellite communications and linking capabilities. The mountain complex uses line of sight satellite communication to lessen the chance of interception.
Mount Olive also has access to a land tower based radio system to quickly spread messages throughout the mainland. These towers may also hide in plain sight as power poles, or be disguised as trees to prevent sabotage.
-There are also communication cables running through the VIP underground rail line direct to Victory City, where all means of communication are available.
-These communication systems are used to transmit orders to troops and bases, although there are still many back-up systems not mentioned, in case of a compromise.
-All of the communications within the mountain are done via shielded fiberoptic hardline, resulting in secure within-mountain communications.
-All of the critical in and outbound communication is disguised by a complex cloaking device, which currently only can cloak 50% of the message. The cloaking system is a relatively new design built to protect communications by making other systems think that there is no message at all.
-All highly secure and secret messages are sent via a Communograph. This is a Vectorian military design created under the strictest secrecy, using all new operating components and hardware. This machine is not compatible with any other machine known to the rest of the world.

Strategic Weapons
Mount Olive hosts an important command and control center for the Vectorian armed forces, including weapons of mass destruction. An order from a suitable person in Mount Olive could spread panic throughout Greater Dienstad. While there are no anti-nation weapons on the Mount Olive site, there are nuclear weapons such as nuclear surface to air missiles, or nuclear artillery shells. There also may be vents to release chemical weapons throughout the mountain range should an assaulting force be proven too strong to be stopped conventionally.

The Republic of Vectors has an extensive network of radars and satellites to provide an effective early warning system against aircraft and ballistic missiles.
29 long range radar systems, most notably the AN/FPS-132 Upgraded Early Warning Radar (UEWR), and 65 medium range radars, most notably the Super Green Pine L Band radar. The long range radars provide extended early warning against incoming items, and the medium range radars are used for mid-range interception guidance information. Radar coverage is optimized for the southern and western hemispheres, though extends in all three hundred and sixty degrees in some capacity, with the least emphasis on the Northern coast. The early warning network is competent against sub launched ballistic missiles and air launched ballistic missiles.
The early warning network is part of the Ministry of Defense and is divided into 5 links, which make up the early warning chain.

The ERCS is a measure to ensure post apocalyptic (ie nuclear) scenario communication to the Vectorian military forces, with emphasis of maintaining control and direction to the Vectorian weapons of mass destruction, being the nuclear and chemical munitions.

ERCS is a rocket system where there are intercontinental ballistic missiles housed in missile silos with a pair of powerful transmitters with pre determined commands and guidance. Should the worst come to happen, the ERCS rockets would take off from their silos and relay the respective commands to military forces of the nation.

There are two branches of the ERCS, each branch is independent from the other and each flies its own route to ensure coverage over the entirety of the continental Vectors.
Branch 1 flies east-south-east, from Mount Olive to the Restitute air force base.
Branch 2 flies south-west-south, from Linea missile defense coordination complex to the Lark Staging grounds.

Vectorian Cadet Program


Ages 14-18 can buy time off military service as adult on a 2-1 basis. 2yrs in cadets takes off 1 year military service. A popular option for many parents looking to keep their children from being deployed.
The Cadet corp is divided into four branches, the army, navy, air force, electronics The cadet program is very heavily based, with each cadet corp being associated with a nearby unit of the regular forces ranging from infantry to reconnaissance to communications to medics. These regular units are responsible for maintaining the training standards of the attached cadet corp and the training materials. As such, some cadet corps are seen as more prestigious than others, and each partakes in different training and events as per their associated units.



SOSUS Network

The Republic of Vectors maintains several underwater listening stations similar to the SOSUS network. All locations and capabilities are highly classified, though it is rumored to silently listen on all the waters surrounding the Republic of Vectors, and a strategic emphasis placed on strategic channels. The SOSUS network operates using over sixty hydrophones and processors throughout four active sites, listening, triangulating and recording waterborne vessels as it travels through it field of sensing.

Pending budget and capabilities, seven other areas are considered to be areas of which a SOSUS listening system would be beneficial. Though these sites would be developed over several years to maintain the strictest of secrecy, often without the neighboring nations even knowing such a system is in place. Recent emphasis has been placed on the increasingly slaver nations of west, and protections have been planned including the SOSUS network more westward to accommodate.

Site 7 is a newly developed secret and strategic institute used to gather electronic intelligence on slaver nations of the West. Site 7 holds highly sensitive equipment and processing power and operates under mostly a passive state of operations, never wanting to expose itself by broadcasting active signals. Site 7 is one of Vectors’s most closely guarded secrets.
Site 7 is named as such because it is a random number higher than 1, and does not interfere with any other random numbering of similar establishments. It is not necessarily the seventh of such institutes.
Site 7 is completely underground. It was created near the end of the Potthan crisis. It is built under the abandoned and destroyed Airbase that Vectors built for the conflict.

Using purpose designed submarines over the course of several months, caverns were drilled out underneath the peninsula, then remotely operated underwater vehicles set up watertight barriers and pumped out the water. Site 7 is accessible by underwater vessel only.
Site 7 was a feat of manufacturing and technology to accomplish. Between building a pair of submarines with drill bits on them, to the used resources to send the submarines around the long way to stay far away from possible slaver patrols and tracking networks, to the countless manhours spent drilling. Site 7 cost almost ten billion Vectorian dollars. As such Site 7 is a considerable investment and must be safeguarded against secrecy leaks.
Due to the slow and secret nature, construction is still ongoing on Site 7. Since making a suitable sized area, proper land based mining equipment has been set up and deeper inland facilities are being bored without the need for the submarines. The submarines have been sent back to Vectors the long way around again.
To mask the sounds of drilling and blasting, it has been timed carefully with navy exercises and deliberate Vectorian noise making in the area, such as sinking defunct ships and firing off old weapons.
When completed, Site 7 can also be used for a staging area for submarines, where crews can rest and supplies refilled, and submarines re-armed.
Site 7 will host a super deep submarine base capable of hosting Tyrfing-Class submersible strike aircraft carriers and Project 750-AA Submarine Landing Ships.
Furthermore, the airbase above that lay in ruins was still in fact an airbase. Move all of the critical infrastructure underground, then just repave the runway and you have an airbase out of nowhere. The land airfield would be capable of sustaining the heaviest of Vectorian bombers, a necessity due to the ranges separating Vectors from the slaver states of West.

The ability to permanently host such submarines and bombers is essential for Vectors come the next war, and using Site 7 as a strike base will help the free world when chaos descends with the next Grand Greater Dienstadi war.


War Reserve Stock

The Republic of Vectors maintains a substantial War Reserve Stock for the eventuality of a widespread armed conflict. The WRS is dedicated to providing functional equipment to a massive influx of personnel, be it by conscription or volunteer, in the case of an armed conflict. War stock is material accumulated by Ministry of Defence in operation for an intensive conflict Where normal supply lines are unavailable or extra ressources are needed.

The WRS are scattered throughout the country in hardened underground nuclear resistant emplacements of a massive scale, each holding an armies worth of equipment. The location of these stockpiles are of the highest secrecy, due to the billions of dollars and strategic value of these stocks. They use the most technologically advanced measures to prevent their detection including shaped roof panels and selective use of radar absorbant material to prevent ground penetrating radar an easy time of finding them.
Each shelter is completely protected against electro-magnetic pulses, so that post nuclear exchange, brand new unscathed equipment can be brought out to continue the conflict on Vectorian terms.

The cold waters of Northern Vectors holds the vast majority of the navy ships in the WRS, as the cold waters slow corrosion and make it less desirable to attack.

Vectorian Armed Forces Training


Week 1-10
Training for the Armed Forces is started with a ten week basic training course (BTC) developed to prepare the normal person into a semi competent fighting unit should the time arise. 
 
Week 11-16
After the BCT, the participants must undergo an additional series of training, which is the teachings of Harm-Seken. These teachings are held to high standards and are important to the military lifestyle. Intense conditioning of the mind and body prepares all whom undergo it for the rigors of the modern battlefield. Harm Seken, in the form of Critical.Battle.Art is a five week course that must be taken to advance in the Vectorian Armed Forces, no matter which force the soldier is a part of. Corporals and above that have completed Harm Seken get to wear a ceremonial sash on their dress uniforms and are entitled to special responsibilities and leniencies that are rigid among new recruits. This teaching has been proven to drastically increase concentration and has reduced the PTSD rates by nearly thirty percent.
 
Week 16-52
After BCT and HARM SEKEN, individuals do not take any other mandated training for the next 37 weeks, instead training with their unit and building team skills and related unit wide functions. This time is taken to specialize in whichever function they are assigned to. (ie counter-terrorism, mountain warfare, paratroop, etc) 
 
Week 53-55
After the first year has elapsed, individuals must partake in a two week political orientation (PO) course to ensure the national views remain in line. 
 
Week 56-74
One week after the PO course, deployment training begins. This eighteen week long course prepares the mind and body for deployment on foreign soil. 
 
Week 74-78
HARM SEKEN Phase 2 training commences, this course is physically easy and mentally relaxing as the training learnt is solidified into the brain.
 
Week 78-81 
These three weeks have no training, instead this includes the graduation ceremony, civilian life readjustment (finding a civilian job for those who wish to withdrawal), tours of bases across the country and presentations from specialized military trades.  Most of the Vectorian population only ever receives up to this level of training.
 
Week 81-108
For those individuals who wish to serve in the Vectorian Armed Forces, these next 27 weeks are used for taking a six month course at the Vectorian Military College during the days, and an hour in the evenings on campus team building drills and course related learning put on by Military Command is presented. 
 
Week 108-End of Term
After the 108th week, members have a solid foothold in military foundations and are now fully part of their unit. All other additional training is optional, depending on where the soldier wishes to specialize. If they go into a trade, then no Military College training is required, but specialist roles require further training. For those in the active forces, be it land air sea or any other respect, 
 
During all training highly specialized trainers and experts from across Greater Dienstad are brought in to instruct the personnel the tricks of their trade. Currently Lamoni holds a contract currently training Vectorian instructors at the Vectorian Military Colleges in new and novel techniques and training styles.

Talks with the Theocracy of the Holy Marsh are underway towards a series of deployments for instructors to train Vectorian soldiers in the field.

Back in 1973, the Vectorian Space Agency was launched. With an annual budget of 500M$, the next four years of work were organization and preparation for the space age to come. The next budget jump, in 1977, allowed for the purchase of several Russian launch vehicles. The following year, with a budget of 900M$, Vectors's first civilian communication satellite was launched. For the next 2 years, numerous satellites, both civil and military, were launched.
Now with a 24.85 Billion Dollar budget, the Vectorian Space Agency is among the forefront of space utilization.
The VSA employs 242,177 people across the Republic of Vectors, with detachments in several countries in which the Republic holds military establishments.

The Republic of Vectors maintains many satellites in space, for industry and research use.
There are seventy-five telecommunication satellites that span across the Republic and connect her foreign holdings.
Nineteen weather observation satellites across the globe.
Twenty various research and development satellites that study everything from climate change to atmospheric radiation.

In the year 2000, before the military space program split from the peaceful civilian program, the VSA launched the first component of its military space station into orbit. The 130M$ living module that would house the 7 astronauts to come in the future. The space station has been credited with being the most delayed Vectorian project, only receiving completion in 2014. The Vectorian Space Station, named Dynami, for the ancient Greek word for ‘strength’, is a joint VSA/VSF venture, where scientific and military research and capabilities are conducted and maintained.

Military Ranks and Positions
For the Vectorian Armed Forces


The Vectorian Armed Forces are a huge organisation, requiring thousands of administrators and an expansive chain of command.



Rank: NCOF (National Chief of Forces) - Role: President Justus
The National Chief of Forces is the rank reserved for the President of Vectors, it is also a direct rank, with both serving the same ends, to designate the head of the military. All forces must obey his order regardless of civil or political consequences, or even despite the disagreement of everyone below the NCOF. The NCOF has ultimate military power, and is not bound to any national politics regarding its administration.

Rank: VICE (Vectorian Imperial Commander Executive) - Role: Dallas Insignium

Rank: Grand General, Role: Adari Pulvitz
The Grand General is the rank held by a single man of senior military experience whom is appointed to his position by the NCOF. The Grand General is responsible for leading the war effort as directed by the NCOF. Thus far, no one under the age of fifty six has achieved the rank of Grand General.

Rank: Vectorian General - Role:
There are eight Vectorian Generals in the Vectorian Armed Forces. The prestigious Vectorian Generals have run of the military to meet the ends prescribed by the Grand General, VICE and President. These generals have risen through the ranks as the most tactically minded, and battlefield experienced individuals within the military. The Vectorian Generals are tasked with out-thinking one another on a continual basis, and are tasked with staying up to date on the latest technology and tactics as part of their job requirement. Thus, whenever not in a combat situation the Vectorian Generals are devising new clever strategies, or testing their minds in complex scenarios against their counterparts.

Rank: General - Role: National Commander
There are eight Generals in Vectors, each overseeing a different part of military operations. There are strict guidelines to differentiate between areas of command to prevent bickering. These eight generals answer to the Vectorian Generals in normal times as a whole, each representing their own part of the service, as a union. The aspects of warfare are as follow: Weapon of Mass Destruction, Land, Air, Navy, Intelligence, Space Forces, Logistics, Administration. The Generals are responsible for the well-being of the armed forces, being final say in procurement, equipping, training, and all non combat related situations. Should strikes take out the President and the Grand General, and the Vectorian Generals, the Generals would all answer to the VICE. In a last-ditch event, the Generals are forced to cooperate to run a successful war effort, as each element is run separately. These eight men must always have great cooperation, and all of them have direct military experience that ranges through many years in their respective element.

Rank: Admiral – Role:
Admirals are the often-overlooked position in the chain of command to create a barrier between their one hundred and eighty nine Colonels under them to the eight men over them. There are twenty Admirals in the Vectorian Armed Forces that also serve to coordinate a war effort based upon the directives of the Vectorian Generals. The military Force Commanders are designated to confirm procurement, implementation and creation of standards regarding DDD (Dress, Drill, Deportment). The Force commanders each are assigned many (up to forty) battle groups, ranging between Army, Air and Navy. The Force Commanders are to report on Operational Capability of their subordinate units often, and ensure any problems are getting addressed. The position of National Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Brigadier - Role: Force Commander
Brigadiers are people who are assistants to the Admirals, Vectorian Generals and the Grand General. There is not set number of Brigadiers, it relies upon how much help is needed to run day to day operations for the top end of the food chain. Many Brigadiers are people who have been wounded in war, or high ranking influential people who desire a desk job for religious reasons. These commanders are assigned to battle groups (average of five) to look after more specific needs, such as signing for hardware procurement and individual unit needs. The position of Force Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Colonel - Role: Regional Commanders
A Colonel is a very prestigious position granted to one hundred and eighty nine individuals in the entire Vectorian Armed Forces. The role of the sixteen regional commanders are a secondary role in the chain of command, they ensure proper placement of units and troops. They are to ensure no one area is overcrowded, while one is deserted. The Regional Commanders are only native to Vectorian territories, and are not used in foreign operations. They work closely with Force Commanders to ensure a healthy spread of units and logistics. The position of Regional Commander is a logistical position the powers of command are reserved in the rank chain of command.


Rank: Major - Role: Force Boss
In the Armed Forces, Majors are often long held positions from persons showing greatness on the battlefield. There are many Majors in the Armed Forces and the limit had to be recently capped to stop the rank from swelling disproportionately. Majors have often received countless hours of tactical and logistical training to be able to properly care and deploy their forces under their command. Each is responsible for his or her own force, compromising of a little of all three warfare operations, Land Navy and Air. These Force Bosses are directly responsible for the wellbeing of their units and their morale. The Force Boss travels with the Battle Group, but does not participate (usually) in actual combat. The position of Force Boss is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Chieftain - Role: Division Commander
Chieftains are battlefield commanders. These rough and tough men are often found roaming from sniper nest to machinegun post during their downtime. Though mostly stuffed up in a command bunker, these officers are the actual leadership on a firefight level. They storm beaches with their men, fly on strategic bombers and command submarines throughout the ocean. These men and women are the first rank where officer meets fighting. The Division Commander is the commander of the battle. He fights (in a command post) along with the troops on the battlefield and supervises the execution of tactics the ranking members have ordered on a large scale. The position of Division Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Captain - Role: Force Leader
The BGC is the 2IC of a Force, he usually is among the troops, or with one division at a time, but often spends lots of time reporting to the Chieftain and doing paperwork for administrative duties. The position of Force Leader is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Lieutenant - Role: Battle Group Commander
Commander of two Battalions (250’000 men). The position of Battle Group Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Chief Warrant Officer - Role: Battalion Commander
Commander of 40 Companies (125'000 men) The position of Battalion Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Warrant Officer - Role: Company Commander
Commanders of 8 Platoons (15’625 men) The position of Company Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Sergeant - Role: Platoon Commander
Sergeants are fighting men and woman whom have been entrusted with the command at the lower levels of battle. Squad commanders and fire team commanders. Commanders of 25 Squads (625 men) The Platoons nearly always have attached armored units to help with logistical and anti-armor operations. The position of Platoon Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Calbringer - Role: Squad Commander
Calbringers are a competent force of fighting men and women who have passed up from the rank of incompetence, to form a group that is to be reckoned with. Civilian conscripts rarely earn the rank of Calbringer. Commanders of 5 Fire Teams (125 men), and is directly responsible for moving his Fire Teams in a responsible and educated effort to secure the goals established by his superiors, with the given resources. The position of Squad Commander is a logistical position the powers of command are reserved in the rank chain of command.

Rank: Corporal - Role: Fire Team Commander
Commander of five men, responsible for direct combat and actions as directed under his superiors. The position of Fire Team Commander is a logistical position the powers of command are reserved in the rank chain of command.

A short description of some of the laws in Vectors.

January 21st, 1945, President Dashvolt introduced the CC to the nation to replace common moral laws, which were widely unwritten. The CC drastically standardized punishment across the nation, and led to equality of sentences throughout the board. Over time, amendments, additions and subtractions to the code have been done, but the time honored law remains the same at its core.

The Crime Act
April 29th, 2010, President Jackson introduced the Crime Act, which increased the capital crime list apparent in the Criminal Code of 1945, from only felony murder, to include treason, major sexual offences, and terrorism.
The Crime Act also allowed reasonable means to extract information from “Proven beyond error” criminals (who have been condemned by two courts of law). ‘Reasonable’ defines physical harm as striking the prisoner with the hand anywhere but the face or genitals, non-consecutively (open to interpretation). Unlimited mental distress including threats and sleep deprivation.
In another section of the act, it allows police and military members who are in uniform to demand identification and proof of employment to anyone on the street. Anyone not able to provide photo ID is to be detained until identified as a Vectorian citizen. Anyone not able to provide proof of employment shall be detained until proof arises or else the forced conscription is put into effect.


Homeless Care Program
Effective April 2nd, 2010

The Vectorian government initiated a nationwide program targeting homelessness and poverty. Government apartment buildings were built with modest rooms and furnishings to hold thousands of homeless people. These people who accept would also receive a cell phone and a small car. (Or bike for those prohibited from driving) All bills concerning utilities and a basic food/fuel allowance would be covered.
Required from the homeless in return, were several conditions;
A)The subject must attend each monthly session of the Vectorian Patriot Group.
B)The government would have authority to make decisions for the subject, such as voting and signing rights.
C)Subject must wear an ankle bracelet and have tracking mechanisms installed in their government issued cell phone and car.
D)The subject is never to own any lethal arms such as swords, excessively large knives or firearms.
E)Subject is to attend government sponsored work as defined by the subjects individual contract at the time of signing.

Any homeless person who does not agree to these terms as of June 14th, 2010 will be conscripted into the armed forces for a five year period. The only way for a homeless person to escape this law is to find a job (not be homeless).


Healthcare Durability Act
The Healthcare Durability Act, introduced by President Justus July 17th, 2010, initiates a nationwide healthcare card program. The electronic cards provide a medical database on every citizen including hereditary information on the parents. The general healthcare usage average is 3 times a year: and people who use in excesses of eight are visited by National Police Service. This ensures that the system is not abused by anyone.


Prohibited Substance Act
During the evening of January 30th, 1999, Governor Chelsen made a national broadcast to the nation. He recently rushed the Prohibited Substance Act through Parliament. This act restricts all forms of non-medical alcohol, all forms of non-medical tobacco and non-medical drugs. This severely damaged the cigarette industry and brought (it)legalized drug selling down to only the work of the black market. This act enraged thousands of people, and resulted in large, violent riots throughout the county. The PSA adds a six hundred percent federal tax on all alcohol and cigarettes, there was also a federal tariff placed on such products, an additional four hundred percent; resulting in them being a luxury that fewer and fewer people can afford. Alcohol is restricted in purchases per twenty four hour period, tracked by the government issued identification card. Purchase limits are 1.14L of spirits, OR 1.5L wine, OR 1.14L Liqueur OR 24 beer. No more than a week’s supply of alcohol at the daily purchase limit may be stored.


Prohibited Explosives Act
Effective Dec 31st, 2017

Prohibits ownership of explosives, rockets, missiles, bombs, grenades, plastic explosives and any other detonating device of all variants.

Prohibits ownership of launchers of explosive devices, including rocket launchers, grenade launchers, missile launchers and any other launching device of all variants.

Residents may trade in any above mention prohibited device or weapon until Dec 31st, 1017 without penalty, and will be paid the fair market value of the items they trade in covered under this law. Residents are to bring the devices to any police station or armoury to be traded.

Any person within the Republic of Vectors to found possessing any prohibited device or weapon as press rived under this law after the effective date will be subject to prosecution. Penalties are a minimum 5 years in federal prison, up to and including 25 years in a federal work camp and a fine of up to one hundred thousand Vectorian dollars.

Prison and Justice System

Prisons in the Republic of Vectors are very undesirable to be in. They are often dirty and uncomfortable, these places are nearly inhumane, as they are so un-kept and the prisoner treatment found inside is frowned upon. But they are cheap to run and maintain. Huge daunting structures made of towering concrete and a gloomy interior. Prisons are run by the Military Police, where they house the common thief and the insubordinate soldier all the same.


•During the initial intake, prisoners have their possessions and garments taken away from them and they are searched for anything they may have on or inside of them.

•After the searching, the prisoners are taken to the stock master where they are given prison garments as clothes. Among these prison clothes is a electronic collar that transmits vital signs and location information to the prison staff. This collar is a security device, unleashing a paralysing electric charge if a fence line is crossed, or an attempt to incorrectly remove the collar is tried. After dressing, the inmates are sat down in a large room where the block supervisor gives an strict, rude introduction and the rules to be followed.

•After introduction, prisoners are assigned to their cells, often no larger than five by five by seven feet large. These are individual cells with bare concrete walls, furnishings include a half-single 'bed', a depression in the corner with a sheet screen as a bathroom and a hose tap mounted waist height in the wall.

•Once a day, the inmates are let out of their cells to interact and exercise in the secure courtyard area within the prison walls for a two hour period. Those whom do not follow their timing schedule are politely tasered and dragged to their cells.

•Meals are often soup variants, which are provided in a paper bowl designed to be drunk from so no utensils are required. They are eaten in the cells, and the paper bowls are collected he next day when the inmate is out for recreation.

•Prisoners are confined to their cells twenty two hours a day for the first two weeks, after the first two weeks if good behavior persists, the time outside is extended to four hours a day.




The Supernation of the Republic of Vectors operates twenty Prisoner of War camps throughout the country. These heavily fortified prisons have been considered by nations as ‘inhumane’, and are regarded as being in conflict with the Hague convention and WA regulations, as well as the modern generally understood treatment of POWs. However Vectors chooses to disregard these all to help the war effort.


Standard Treatment of POWs during times of war

•Upon entry into a POW camp, it is normal to place heavy collars on each prisoner of war. These are locking collars that are charged with nine thousand volts of electricity that automatically discharges when a well specified visible fence line is crossed under, on, or above ground. These collars relay prisoner vital signs such as heart rate, perspiration amount, perspiration chemical composition, and temperature. The third function is to provide accurate location data on each prisoner, ensuring everyone is in their designated sleeping area by the curfew, and to ensure no one goes missing. Any attempt to open a collar without the proper unlocking device is met with a crippling, but usually not lethal blast of electricity and the sounding of terribly loud electronic alarms.

•During 'down time' POWs are to be restricted to their cell blocks. The cell blocks house four prisoners each, and are enlarged standard prison cells. These video recorded cells are frequently randomly searched and are to be kept up to Vectorian military standards of cleanliness and order.

•During 'work hours' POWs are to be taken in small groups as required to surrounding work sites, on a 2 prisoner 1 guard ratio. The prisoners are to always have their collars activated, and are to be rezoned to accommodate their work site. At least one physical restraint is required to be placed on the prisoner whenever out of camp. 'Work hours' are any consecutive ten hours per twenty four hour time period in which tasks are performed by all able prisoners. These range from menial manufacturing jobs (done by hand) to hard labor (such as digging). Some prisons are adopting small systems where prisoners may rotate to collect resources on online multiplayer games, to be converted to real money (that a percentage goes to the guards, the rest to the government coffers) (Like China)

•POWs are to show utmost respect to their keepers, guards are to be acknowledged by the standard 'bowing of the head', and officers are to be fully saluted. Guards, staff nor officers are NOT ALLOWED to return the signs they receive.

•Prisoner punishment may be given for all instances in which the personalized camp rules are infringed. Punishment is not highly regulated, but must be reasonable and justifiable. The most widespread punishment form is 'twenty lashings', or twenty strikes with a whip to the back.

•Prisoners are guaranteed as much water as required and requested, and sufficient amounts of food as determined by healthcare officials on a week to week basis. POW camps usually run a three day menu, where after three days the menu repeats itself.

•Prisoners are guaranteed adequate medical attention. All wounds, either self-caused, or war caused are to be addressed, documented and treated. This includes the wounds caused by punishment, though painkillers are not required under this decree.

The Republic of Vectors has an average scientific community, it is commonly known that the authoritative state is less scientifically advanced because of the government directed policies and goals, and this is reflected throughout the nation. High technology is often bought abroad and imported, or more commonly the domestic production rights are bought and manufactured in the Republic. Despite everything, the government is committed to improving its technological prowess and is investing heavily in education and facilities to support next generation scientists and inventors.
Due to the Republics unique way of operating companies, science is not a lost cause. Companies are able to compete with technology to advance their products, while the government runs independent research and subsidiaries into the technology it seeks to expand in.

There are different divisions depending on what area of research is conducted within the Ministry of Science. Below is the list of major areas within the Ministry.

Advanced Research Programs:

The government also operates one High Frequency Active Auroral Research Program site, also similar to the USA's site. This equipment is used to temporarily excite the atmosphere to study its effects on communications, the environment and satellites.

The Republic of Vectors operates 2 sites similar to the commonly known USA's Project HARP, which are installations meant to test re-entry and ballistics of different projectiles from a large 16" 'space gun' that launches projectiles high into the atmosphere for study.

The country operates a few models of particle colliders, notably three across the country. The largest and newest collider is the Future Circular Collider, with over 100km in circumference and state of the art technology, this is the most widely used collider nowadays. Also operates is a Large Hadron Collider, used for advanced study primarily by independent researchers and education institutes, and finally a Relativistic Heavy Ion Collider for a widespread audience of scientific and military interested parties. Together these three colliders provide valuable data for home grown research and the improvement of everything from nanotechnology to nuclear weapons.

Kashtan

Kashtan is a popular tourist destination for Vectorians, and hosts an important military base for the Vectorian Armed Forces. It takes forty hours of flying to get to Kashtan, however there are several routes established that stretch that over a few days with other tourist hotspots in between.
A notable percentage of Vectorian exports pass through Kashtan, often stopping to refuel and resupply before continuing to the regions of yonder.
Situated north west from Vectors homeland, near the West Haven colony.


Brigton

The Brigton archipelago was a Vectorian mass of sixty eight small to medium sized islands that formed a resource extraction colony that feeds the Republic of Vectors. Brigton is two weeks of sailing away, in the direction north east of Vectors.


West Haven

The West Haven island claim hosts a significant mining sector that feeds the Vectorian homeland with a significant supply of ores and minerals. While Vectors does not have any labour camps, this is perhaps the closest one would find to a Vectorian camp. Sentenced crimminals can elect to perform labour at the West Haven colony to have time or conditions taken off their sentence. There is not much for a permenant populace in West Haven, as there are no locals and the prisoners guards and administrators come and go in rotations.

West Haven is situated north west of Vectors, a four day shipping route.

The Vectorian Rail Company is the national Vectorian rail industry. Rail is a very important part of transporting Vectorian goods, and many communities host a rail stop. Train engine development has jumped in recent years, with designs changing radically to remake the engines of old into powerful, efficient and streamlined machines.
Vectors is spiderwebbed by 512,450 kilometres of railway. The high traffic corridors have several rail lines running alongside each other, to have a highly developed rail system.

Royal Air Vectors is the sole airline in the Republic of Vectors. Royal Air Vectors is a state owned company that has been operating successfully for the past three decades. RAV is the sole provider of inter-Vectors air travel, and 98% of all foreign travel to and from the Republic of Vectors is done through RVA.

Royal Air Vectors maintains a fleet of nearly one and a half thousand aircraft, from short hop transports to international airliners. RVA works closely with the Ministry of Infrastructure and the Ministry of Security to operate an effective company and keep costs as low as possible.

Royal Air Vectors employs 310’000 persons both within the Supernation of the Republic of Vectors and abroad. Among these employees, are approximately eleven thousand pilots, one hundred thousand airport ground crew, countless maintenance personnel, janitors, managers, administrative staff, airport security and the list goes on and on.

The Ten Imperial Jewels and the Ten Orders



The orders are groups associated with the Imperial Jewels. Each order is independent from one another, like each of the jewels, however united under the name of the imperial jewels. These orders are groups of super secret hit teams, spies, assassins and infiltrators deployed by the highest of government officials. This idea was based off the popular movie “Kingsmen” as small agencies that are free from red tape and oversight to perform tasks that include saving the world. There are ten orders in all, each highly prestigious and secretive. The training to be a member of the order is highly fatal, with each failed recruit executed to save the secret and identity of the colleagues (Though the recruits don’t know this). With the full force of the Orders behind it, the Republic of Vectors has been, and will keep, saving the world from unseen foes with great efficiency and discretion.

The orders employees report to ten managers, and these ten managers report to the Order Chief.

Each order manager is responsible for running their respective orders to fulfil the mission assigned to them. The missions are assigned by the Chief. Each mission may be composed of several parts, stages or objectives to form part of a master plan.

While fulfilling the missions, the Orders have a few basic rules;

1. The objectives may never go against the best interests of the Republic of Vectors.
2. The grand finale of each mission must coincide with the views of the Republic of Vectors.
3. The missions must never be traced back to the Republic of Vectors.
4. The missions may never be conducted against any federal institute of the Republic of Vectors unless specified by the current elected President.
5. As a restriction on regulation 1-4, the Orders may never be used for personal gain.

National Intelligence Group (NIG)

The NIG is a secretive federal organization that traces its roots back nearly a century. The NIG is armed with broad powers and modern technological marvels along with scores of foot agents and informants to gather intelligence and turn it into information. The NIG is based out of a lonely facility hidden away on an island of the Boras region. The "paperwork" headquarters is based out of Seriov city, Fenlo region, Vectors. The NIG is focused on inter-Vectorian intelligence, as opposed to the MIP which controls international intelligence. As the NIG is separate from the MIP, the NIG is run through the Ministry of Security.

Under section 201 of the Crime Act, the NIG can conduct warrant-less un-intrusive observation of any being in the country.
Section 202 of the Crime Act offers them the power to detain to determine identity.
Section 203 of the Crime Act allows NIG to detain to determine immigration status.
Section 204 of the Crime Act allows NIG to offer reasonable monetary rewards for intelligence information.
Section 20 of the Intelligence Act allows NIG to ask for court warrants to place telephone surveillance and 'wire taps' on persons communication systems. These warrants should not be refused unless
a) the judge determines the request would not help the investigation.
b) the judge determines that a lack of evidence makes it that the subject of the telephone tap is unlikely the culprit of the offence under investigation.
Section 26 of the Intelligence Act allows NIG to use all private and government owned imaging and radar satellites to capture images or ground maps of any place, in or out of the country, in or out of space. With a warrant, this power is extended to communication satellites as well.
Section 34 of the Intelligence Act allows NIG to access the information stored on all devices classed as a 'surveillance camera', be it private or government origin.

Vectorian Border Agency (VBA)


Vectorian Border Agency is the law enforcement agency responsible for protecting and processing the Vectorian land borders, maritime ports and international flights. The VBA employs 98,275 sworn officers to process the requirements of the security of the nation upon arrival.
13,000 attached to the Coast Guard for offshore interdiction.
12,000 work in airports.
12,000 are patrolling the coast from land.
22,000 work in maritime ports of entry.
1,800 are military cleared to inspect shipments and soldiers items returning from abroad.
7,000 work behind the scenes to create targets and lookouts and conduct analytics, identifying suspicious individuals and targeting risky shipments and travel patterns.
30,475 work throughout the various Vectorian colonies in the same roles as homeland officers.

Border security falls under the jurisdiction of the Ministry of Security. Border security for the Republic of Vectors is regarded as an extremely tough and time consuming process. First time and infrequent visitors are subject to extensive background checks and queries through dozens of different agencies.

Vectorian law has stipulated that persons crossing the border are exempt from all privacy and enforcement laws. As such, Border Security Officers (BSO’s) have nearly unlimited powers and ressources at their disposal to help guarantee the safety of Vectorian from exterior threats.

Flights and shipping arriving from colonies is considered to be a foreign flight/ship and is subject to the security processing of foreign nationals. There are no land borders within the Vectorian mainland, though at the Vectorian colonies abroad there are. As such, most land crossing policies and regulations are made in the colonies then passed into colony law, and are not mainland law.

The Vectorian Border Agency uses a multitude of inspection tools to find any contraband or in admissible materials being brought into the country. Such inspection tools include search dogs, drug tests, x-rays, radiation detectors and metal detectors among others.



National Police Agency (NPA)


The National Police Agency (NPA), or National Police (NP) for short, is the Vectorian police agency with jurisdiction nation-wide.

The National Police employs a significant 86,250,000 sworn law enforcement officers to protect the billions of people in the Republic of Vectors. This equated to a moderately high 750 police members per 100,000 civilians.

The Security Overview Agency or SOA, is the part of the Ministry of Security l, which handles ethics investigations, complaints, and conflicts of interest among others.



The CDA is the forefront of protecting Vectorian electronic systems. CDA has two divisions, Civilian and Military.
The Civilian CDA Division (CCDAD) is tasked with the defence of civilian infrastructure and computers, protecting utilities, cyberattacks, virus intrusions, and all the like.
The Military CDA Division (MCDAD) is attached to the military defence systems, and are embedded within military command and control centres across the nation to provide the military an effective defence against foreign threats.

The State controls nearly the entire national economy.

Businesses with revenue over ten thousand dollars yearly are nationalized.
Once they are nationalized, regardless of future income they cannot be un-nationalized. The CEO and all positions are the same, though a CFO is appointed to oversee the business and ensure compliance. The CFO has sweeping powers including being able to petition for the removal of the CEO.
Should a business's income fall to under $10,000 and it be deemed not in the nations interests to hold it, then it will be offered for sale to the original owner, and if (s)he declines, then to the public.

For self employed, single person businesses, the company name is nationalized and provides the service as previously, though with an appropriate level of benefits and protections to the owner. There are programs and benefits to small businesses to be able to grow effectively.

There are many different companies, all owned by the state but rely on purchases from the people to improve their sales and statistics.
Companies with high sales and statistics are provided with substantial bonuses (creating monetary incentive) and relying on popular sales drives innovation to have the best product, to get these sales.
In turn these bonuses are filtered down through a point system to deserving personnel, the more ‘points’ the higher the bonus (creating good work incentive).

The government creates competition where required by helping small businesses in the same sector with loans and investment to get a market foothold, and then it is up to the company to make a equal of better product.

Depending on the sector and job, there are wage differences as to draw people towards high paid positions. Ie doctors get paid substantially more than fast food workers, despite both being state controlled.


Due to its nature, the Vectorian economy, while reliable, is in the interest of the government and not of the people. The civilians live relatively poor lifestyles with low economic freedom, while the government takes the fruits of their labors.
Despite being very one-sided, there are significant social nets available to catch those who fall on hard times, and get them another job, so they can make the government more money.

The national fixed budget is below. The fixed budget is a semi flexible model that reflects the needs of each department being fulfilled. Small percentile changes often occur, but rarely over five percent difference.

Budget Information
Defense/Order
In Vectors, the National Police is the domestic agency contrary to the Military Police. The National Police are the police force that handles most situations throughout rual Vectors and the cities alike, unlike city police who are responsible for maintaining order, providing a presence and enforcing city and bylaws. City police forces receive small amounts of funding from this budget. This budget also funds the prison system, as it holds civilians, POWs, and military matters.

Legal System
The legal system includes the wages of judges and national lawyers, the cost of national rehabilitation programs, not including prisons, the costs of jury selection, and all other expenses related to the function of the post incident legal response.

Administration
The administration budget funds politicians pay, their guards pay, their expenses and allowances. This budget also covers the national and provincial election costs. Furthermore, the cost of referendums, census's and zoning also come from this budget.

Education
This part of the budget funds all school related areas. Teachers pay, school construction and upkeep, and related. Student loans are not covered in this budget.

Public Transport
Public Transport costs are taken from this section, this covers the wages of transport operators and their administration, as well as upkeep, recertification of vehicles and passenger trains. This budget is always tight pressed for money, resulting in recent transportation cost hikes.

Emergency Funds
This part of the financial plan is a small, constant contribution to stable and secure assets that are immediately cashable. Precious metals and foreign currency reserves are bought in large quantities, resulting in better 'bulk' deals.

Religion
The Religion part of the budget partially funds the select recognized religions that are acceptable in Vectors. This provides a meager source of income to churches and mosques, and pays for some advertisement to draw people to the faiths. The school religion class is taken from this budget.

Environment
This budget allows for the paying of people who clean beaches and fields, as well as subsidizing the implementation of mandatory environmental equipment in homes and businesses.

Infrastructure Upkeep
Infrastructure, from roads to power lines always requires maintenance and repairs. This budget funds the costly repairs and keeps Vectors moving smoothly.

Black Funds
These are unclaimed funds for clandestine projects, both military and not.

Healthcare
This area covers the public healthcare, paying hospitals, pharmacies and medical centers so they provide mostly free services. This includes doctors, specialists, dentists, dieticians, physiologists and many other medical professionals.

Public R+D
This controversial budget is the funds for scientific development of the country. This is separate to the efforts of businesses, this includes the National Space Association (Non Military). This budget is for the advancement of technology for the whole of the country and the future. Many see this as pointless, as businesses are investing in R/D themselves, but others say this is the best way to ensure a diverse scientific environment.

Economic Investment
The budget section here is for investment in businesses and banks that will one day provide a profit to the country.


Taxes
The Vectorian tax rate is a four tiered step, the bottom for people whom make 10'000$ or less is 30%, for those whom make 10'001 to 100'000$ it is 50%, 350'000$ it is 60%, for those whom make 350'001$ or more it is 70%. Tax evasion is a crime punishable by a long period in a labor prison camp to repay whatever the individual tried to hide. All the above figures are the income tax rates. There is no sales tax for products manufactured entirely in Vectors. Products imported from other countries are subject to an additional 10% sales tax on top of applicable tariffs.

The Republic of Vectors hosts substantial reserves of many materials, both precious and not precious, and substantial amounts of currency to support the economy should the Vectorian way of life be impacted. Strategic Reserves is material accumulated by Ministry of the Economy to buy its way out of, or sustain a significant incident regarding the Vectorian economy, industries, or events that would otherwise cause irreparable damage to the Vectorian economic machine.

Tarrifs
The Republic of Vectors places costly tariffs to ensure local businesses are protected from foreign market flooding. These tariffs vary by company and product, and vary from six percent for fruits that Vectors is unable to grow herself, to two hundred percent for the latest cellular phone model that can be purchased from a Vectorian company.

Currently only two nations; the Timocratic Republic of Patrick OConnor, and the Crown Kingdom of the Recon Empire maintain a valid tarrif reduction agreement.

Vectorian International Tribunal


The Vectorian International Tribunal, or VIT, is the organisation responsible for ensuring justice is maintained for matters of a high profile foreign nature. The VIT has the power to issue arrest warrants for individuals who have no status in the Republic of Vectors, with the intent that if they ever come to the Republic, they will be prosecuted for the crimes attached to the warrant.

Where there is no sole individual responsible for the matters of concern, the VIT can issue official condemnations to the ministry of Foreign Affairs, which will be broadcasted through Foreign Affairs on behalf of the Vectorian International Tribunal. These official condemnations usually urge the current Vectorian government to take action to stop the event of concern.

The VIT also processes official praises, which recognizes foreigners that have taken great measures to help the peace, stability and justice in the world. Such official praises are issued through the department of Foreign Affairs on behalf of the Vectorian International Tribunal. These praises sometimes incur special or protected status to the individual should the person ever come to the Republic of Vectors.
