Since the Empire practices absolute primogeniture, slightly under half of our past monarchs have been Empresses-regnant.

Prior to the formation of the Empire, the Kingdom of Aldina practiced male-preference primogeniture, resulting in very few Queens-regnant of Aldina; when the Empire was founded, this was changed in order to allow the eldest daughter of Emperor Marius to inherit the Imperial Throne. (This was widely regarded as a wise move, since his eldest son Renart was a whiny, immature arsehole and wouldn't have made a very good Emperor anyway.)

Olwe has had two Empresses, Nariel Telemaitte and Trasta Greenleaf. The Empress is considered to be of equal rank to the Emperor, and therefore counts as a head of state even if she has a male counterpart.

Two, President Morgan Dale from 1853 - 1860 and President Julia Sanchez who has served as POTFS thrice, though non-concurrently, from 2008 - 2012, 2012 - 2016 and after a break, 2020 - Present.

Morgan was uneventful, Julia Sanchez may as well be considered the Second Coming of Jesus Christ by some people.

We had one female president, Jane Beaufant of the Open Range Party, who served from 1988-1990, when she was impeached. Apparently she was running a prostitution ring for foreign diplomats. It was an interesting time.

I think 3 since 1963, and roughly 18 from 1125-1949. Between 1949-1963 was just chaos consisting of warring factions, roughly 40 of which had female leaders at some point.

Emily Sinclair, who was the second and final president of the provisional rebel Congress of Worlds government which immediately preceded the modern Commonwealth, was female.

Christine Justinian, the fifth and current Commonwealth President, is female.

Technically three. Both Queen Victoria and Queen Elizabeth II were officially head of state during the colonial era. Prime Minister Emily Smith became the third female head of state and the first one since independence in the 70's.

We have had Imperial Dowager Empresses serving on behalf of their children until they reached the age of maturity, in times of crisis, the Imperator Domine would mobilise his forces and leave for war and in his stead would leave his consort, Imperatrix Domina to take up the mantle of governance, if he returned from war he would assume his duties once more, if he was martyred then she would rule until her death after which The Imperial Synod would convene and an election would take place.

Well, not counting back when it was a monarchy, the dictatorship has had two female heads of state. One was dictator Saslam Inen, the other was the current Skitty Turnabout, but technically not because this. They're basically ordering doctors to develop a surgery for that so yeah.
There are no rules against females being ruler as long as they are capable just like anyone else has to be for a leadership role.

Our current ruler, Phoenix Empress Helga, is female. Before her there was probably a considerable number of them, but we do not know for sure because all written records from the Old Régime were destroyed by order of the Phoenix Empress. However, based on the accounts of individuals who were alive during the Old Régime, the last monarch of Arendelle was definitely female, and so was her heir apparent. But none of that matters anymore, because the Old Régime no longer exists and our Phoenix Empress will remain in power for the next several decades.

Throughout Valethske history, there have only been a minute handful of male Great Vales. The monarchy operates on a principle of female-primogeniture, males only become the Great Vale when they have no female siblings.

Out of the total 36 rulers of Tamriel only 6 Imperial monarchs have been female they are in order from first to last as the removal of the Males first idea from the inheritance law was only passed a few years after the oblivion crisis.

Of the High Imperium's ninety-four official monarchs over the last one thousand, eight hundred years, four have been women. These are, in order of reign: Saenya I (213 CE - 233 CE), Saesys I (233 CE -
245 CE), Alysanne I (424 CE - 431 CE), and Visenya I (843 CE - 865 CE). The Imperium's monarchial system follows a male primogeniture system, where the eldest son of the reigning monarch rules after the monarch's death. As a result of sexual customs, specific laws and other elements, Ephyral women have a high birth rate as long as they are not actively using contraceptive remedies. This means that the more children the wife of a monarch has, the greater the chance at least one of them will be male. This chance is multiplied when you take into account the fact that polygyny is a custom amongst the pureblooded nobility, and by extension the Imperial family. Only in circumstances where male heirs periodically die, perhaps as a result of a hereditary condition, or simply are not born, does a daughter inherit over a son. This was the case of Saenya I, whose brothers all died in infancy. The final birth killed Saenya's mother, with the child dying not long after. Saenya's father did not take a second wife, and thus, Saenya came to the throne. She took her cousin to be her husband,
yet in a similar twist of fate, over the span of four pregnancies, only one survived to adulthood, another girl, Saesys I.


After Saesys' death, nine male monarchs ruled from her bloodline before the rise of the third female monarch; Alysanne I. Alysanne's father, Aegon II, had sons, all younger than Alysanne, and for that reason declared that she should be his heir. This caused internal strife, as despite the believed divinity of the Imperial family, it was not favoured that a woman rule when a brother existed. Regardless, Alysanne ascended and ruled rather effectively for just under a decade before dying in an outbreak of disease that ravaged the Imperium.

Twenty-seven male rulers would reign before the crowning of the Imperium's last female monarch; Visenya I. Visenya's rule was one of strength, and notably, repression of women fell somewhat during her reign, not of her own decree but out of a changing attitude to women (this change would be later undone when Visenya's own granddaughter tried to claim the throne in 887 CE).

When including female claimants to the throne, the number rises to five. The self-proclaimed Rhaenys I, granddaughter of Visenya, rose against her elder brother Rhaemal XI. Her rebellion lasted eight years, and ended with her decisive defeat by Rhaemal. Rhaenys' actions served as an example, however skewed, to the nobility of Ephyra that granting women the power to rule will only result in chaos, when they try to take that ruler-ship when it does not belong to them. The changes that Visenya's rule had brought were promptly forgotten. A further addition to this behaviour swing was Rhaemal's decision not to execute his sister,
rendering her the only blood-traitor in Imperial history not to have been executed after a failed rebellion. Instead, she was paraded through the capital city, naked and barefoot, humiliating her and discrediting any claimed legitimacy for the rest of her life, which she would spend as a hostage within the Great Pyramid. Rhaenys' nephew, Rhaegar I, became renowned for his hostility to the idea of women in power, and ever since her attempted rebellion, the power of women has been curtailed, and though it has risen in times since, it has never reached the peak it did under Visenya.


Thus the combination of the simply rarity that a woman has no surviving male relatives suitable to inherit the throne, and despite the fact that all four female rulers were effective and decisive in their reign, any later opportunity for improving the balance between men and women was de-popularised following an attempted take-over by a woman whose only claim to the throne would be if she killed her own brother.

The current ruling monarch, Valerion VII's heir is his eldest son, Rhaemal Valerialis. Even if Rhaemal were to die before he could inherit, both his sons would also have to die before his own daughter could inherit, and for one of his half-brothers to inherit, she too would need to die. Additionally, if either of his sisters or either of his half-sisters had any intent on claiming the throne, they would have to kill nearly every male member of the family to do so.

Qayistan has only had two female leaders, who led Qayistan when it was a Democratic Republic. The leaders were Samiya Tawfeek, who led the nation for four years, and Aysu Balık, who led for ten years, until her assassination by the Qayish Sultanate, who took over Qayistan in her place, suspended the constitution and implemented Islamic law to be enforced on the Qayish people. Women have not been allowed to take part in politics, let alone lead the nation, ever since.
