Empress Ashley Cotton is the only female head of state so to say as she is the wife of Emperor Tex Cotton leader of the country other then her no woman can serve in any government office

Well, unknowable really. Messeren has a monarchy and has had one for around 6,000 years. The rules of succession do not favour males over females as the royal family is considered divine and above gender divides. That said, males are preferred because they directly carry the family name and line. So if you take how many monarchs could possibly exist in 6,000 years, around 1/5 of them would likely have been female.

We have never had a female in any important position. In our nation, women are quite badly down. Rape is legal and common if it is male-female in our nation. Can you see why...

So far Davinhia has had 0 female head of states
and 0 heads of legislatures in which are female

however, they became extremely close to winning
the closest they've ever come to winning was Larrisa Selways attempts, however failing by a measly one hundred votes in favour of Davin Hue.

There have been no male heads of state or government in Dvardis. Every kajirit since Saint Atanasia, approximately 3000 years ago, has been female. In a few cases there has been a male Regent until such time as the kajirit is old enough to take the throne, or until the gods have appointed a new one—the current Regent is Victor Girardi, the first man to hold the position in four centuries, because the remainder of the ascendant kajirit's family was slain in a mysterious accident when she was four years old and no women were left to take the position. However, attitudes have advanced enough that he is as respected as any female Regent, with few if any public comments about how men are unfit to rule because of their violent and animalistic nature (although that in part because those who make such comments tend to be hustled into white vans with tinted windows and never seen again).

As Luna Celestis is rapidly approaching adulthood, it is likely that this debate will become irrelevant once she takes the throne in her own right, anyway—it's a semi-open secret that she already more or less controls the government despite being nominally underage. There has been no talk of opening the title of kajirit to men, and that would anyway meet with widespread opposition, especially from conservatives and the Faithful.

And she knew what she had to do.

As related in ansai ten through fifteen of the Necronomicon, Saint Atanasia revealed herself to the common people through miracles and signs, and raised a mighty army, a hundred thousand women from all through the Great Valley. For a year and a day they lay siege to Dvardi'a'shun, but as she had prophesied, not a drop of blood was shed. On the next day the city surrendered, the members of the Priesthood threw themselves into the Dvar and Saint Atanasia was crowned kajirit of all Dvardis. This event, the Reformation, is told in detail in the sixteenth ansai. She was a fair ruler, and just; but it became common wisdom that men, with no true feeling for the value of human life, could never again be priests. By appearing to Saint Atanasia the gods had shown which gender they truly favoured. The kajirit herself did not sanction this view, and called it reprehensible; but her daughters and granddaughters were less tolerant.

There is still significant Necronomiconic support for a matriarchal organisation of society, and a number of lines in the sixteenth ansai are read this way, especially by those critical of the Faith. That said, society has been moving back towards gender equality for over a century now. Men may still not inherit the title of kajirit, but there are a number of them in government at lower levels, and socially they are treated almost equally. It is still customary for men to take their wives' names at marriage, but hyphenated names are becoming increasingly common. Et cetera.

We've had three queens being Juliana, Wilhelmina and recently Beatrix who abdicated in favour of his son Willem-Alexander, our current king. We also have had two female Governor-Generals.

Prior to the Dawn Age, heads of state were 'appointed' through challenge and battle. Records from that time are few and far between so it is impossible to say how many of the leaders during that era were male and how many were female.

However during the Dawn Age three centuries ago Ktathrya moved to a system whereby the head of state was always an Empress. This has been the case ever since, and the current Empress is our 37th.

So, since records began, 37 of the 37 heads of state have been female.

Our current Chancellor Magdalena Gruber is a woman. She's a head of government but our head of state - President - has less political power than Chancellor, so she's the leader.

All seventy benevolent rulers of New Venti have been female. It's more to do with the fact that all of our rulers are reincarnations of a previous ruler then anything else. As well, only women are given first class rights in our nation so a male in any government position is pretty much impossible.

Since the adoption of the current system of government in 2011, we have had no female Presidents; however, out of the four Prime Ministers since then, three have been female.

There have been five female heads of state and two female heads of government since the establishment of the United Provinces of New Korongo. Female monarchs were also relatively common in the states that eventually formed New Korongo.
