For soldiers deployed to a remote outpost in an area with little to no hostile activity, would it be reasonable to have them fish/hunt and collect wild fruits and berries to supplement and extend the longevity of their rations?

Just give them way more food than they will ever need.

You want them. Leg holsters can get caught on anything very easily. Underarm holsters are much less in the way.

There isn't really a standard sidearm for tank crewmen in Padnak, however most are armed with my army's standard issue TT-13 clones or Škorpion vz. 61s

While buddy here is getting some help I'd like to ask:

What are some good points to keep in mind while designing a rifle for a climate that ranges from -30 to about 80 degrees Fahrenheit on average.

Just make sure it works and remember to issue grease lubricants when it's warm, oil when it's cold.

An AK is rated for -50/+50 centigrade, for example.

I would honestly be impressed if you managed to make a military firearm that couldn't handle -30F to +80F. If it couldn't, it would perhaps be one of the crappiest designs ever fielded.
