Purp, no. This is like a ceremonial thing. A unit comes back from war, an old bolt-action rifle is drawn from the armory for each platoon, and everyone is given a charger with two cartridges or blanks (necked up 64mm Brenneke have yet to decide whether to put a pill in or no), and they fire those off before boarding the aircraft or ship back home, thus symbolizing "Shoot twice and go home". I was under the impression that "shoot twice and go home" was related to a display of token resistance, rather than some sort of rite of passage.

Taking a quote from someone's response to threats of invasion and turning it into a tradition within your own nation still makes no sense. The most sense that could make if it was implimented at a time when an invader had roughly double your military strength (the origin of the phrase), but even that is stretching it since you're not Switzerland responding to German threats. The quote has nothing to do with neutrality.

Does the cartridge matter? A DMR is most often a straight derivative of one's service rifle, oftentimes firing the same ammunition as it, or it may fire a full-power cartridge currently in use for an MMG. Although at that point you're on the fuzzy line between DMRs and dedicated sniper rifles.
