OVERVIEW

Cerenea is nation situated on an archipelago comprised of more than 30 islands. Blessed with beautiful weather year-round, an diverse and protected ecological system, and a vibrant urban center in La'onalea, it is a prime tourist destination and is a world-class example of sustainability and harmonious existence between urban development and environmental preservation. The neighboring territories of Lualhani and Anatolika are dependencies of Cerenea.


HISTORY

The Cerenean Islands have been inhabited by the native Ce'aran people since c. 900 BC. The Ce'aran were master seafarers and had established communities on neighboring islands. They also had a complex social, economic, and political structure with several territories headed by chieftains and a circle of elders. Trade between these territories was extensive and mainly involved precious and semi-precious metals. Conflicts between territories were relatively minor and were far and few between.

By the time the Ce'aran people were discovered in the late 1700's by a wayward group of Londsdalean explorers, a highly-developed society was in place. However, the explorers were quick to exploit the riches of the Cerenean Islands and introduced diseases never encountered by the native population. This eventually led to the decline of the Ce'aran population and the subsequent transformation of Cerenea into a Londsdalean colony.

1835 saw the uprising of the Ce'aran against the colonists due to more than 40 years of severe mistreatment and slave-like conditions. Though heavily outnumbered and armed with only crude weapons, the Ce'aran used their land's geography to their advantage and effectively drove off the colonists with heavy losses. They had also succeeded in sabotaging and sinking 3 Londsdalean ships, later salvaging the remains for weapons and materials/ Determined to prevent another such occurrence of foreign rule, the Ce'arans united under a king and went into isolation, violently turning away other explorers and would-be colonists from their shores until the late-1800's. During this time, the Ce'aran population rebounded to more than 300,000 inhabitants.

In April 1884, Cirdian explorers enchanted by the stories of the Cerenean Islands being occupied by fire-blooded demons set out for the islands in the hopes of establishing peaceful relations with the natives. Bringing with them gifts, the Cirdians reached the islands in September 1884 after their ship sustained damage from a storm. Initially hostile to the explorers, the Cirdians and Ce'arans slowly developed good ties with each other after a Cirdian doctor was able to successfully cure the ailing wife of Ka'aloe - the Ce'aran king.

The Cirdians were able to communicate with the Ce'arans, with the latter learning basic English words from the Londsdaleans and the books they left behind. The Cirdians sought to teach the Ce'arans and were instrumental in helping developing the small community of La'onalea into a modern town. Armed with new knowledge and skills from the Cirdians, the Ce'arans were enthusiastic in incorporating these new discoveries into their rich culture. In return, the Ce'arans, who then began calling themselves Cereneans, taught the Cirdians their once-restricted traditions and gifted their new foreign friends with exquisite native crafts.

Though only planning to stay for a few months, most of the Cirdian explorers didn't leave the Cerenean Islands until 1919. Those who were left behind began helping the Cereneans establish a modern government, laws, and basic civil services. In 1923, an small army of Cirdian teachers, doctors, and workers arrived in Cerenea and were warmly received. Despite the great influence of Cirdia on Cerenean development, not once did the Cirdian flag fly over Cerenean soil, further signifying their intentions as a friend rather than a colonist.

Other foreigners who have heard of Cerenea began to visit the new nation and were enamored by the beautiful vistas and friendly, educated locals. As a result of this influx of visitors, the Cereneans and Cirdians jointly established hotels, restaurants, and entertainment venues. Cerenea began to become widely known as a idyllic paradise - a stark contrast to the unapproachable land it was once feared to be. Cerenea's economy blossomed, the nation became prosperous, and foreign dignitaries began seeking to establish diplomatic relations.

Cirdia was the first to establish an embassy on Cerenea in May 1937, with Cerenea also establishing its first embassy in Cirdia in August of the same year. This was followed by Vandelstein, Delacourt, and Stascheslande in 1940, 1947, and 1952, respectively. Londsdale established diplomatic relations with Cerenea in 1958 with its ambassador making a formal apology about the former's actions during its occupation. This was well-received by Cereneans. More diplomatic relations were made in the succeeding years; and in 1972, Cerenea became a member of the World Assembly. In 1994, the territories of Lualhani and Anatolika became dependencies of Cerenea and began applying Cerenean laws and policies.

In 2003, Cerenea was spared from the global flu pandemic that had swept across the globe due to its isolation in the middle of the ocean, efficient and well-equipped health services, and suspension - and later, regulation - of all travel in and out of the country. However, Cerenea went into an economic slump with tourism, trade, and services taking a severe hit. Prices for basic goods began to rise and several establishments shut down due to lack of customers. Though still relatively comfortable, residents voluntarily began rationing resources from July to November 2003 in order to reduce strain on the nation's limited resources despite government advisories stating that Cerenea was able to sustain itself.

In January 2008, the nation was rocked by a magnitude 7.8 earthquake centered in the mountains west of La'onalea. This resulted in several landslides that severed the National Coastal Highway connecting most of Cerenea's communities and damage to the ruins of the ancient Ce'aran capital. Miraculously, there were no fatalities though many structures experienced moderate to complete structural damage. Recovery and reconstruction efforts were completed in September of the same year.


GEOGRAPHY

The Cerenean Islands comprise of more than 30 islands that vary in size from large, inhabited islands to small, uninhabited islets. The largest island, Ke'ana, is home to most of the population and the capital city of La'onalea. Together with the Anatolikan Islands and Lualhanian Islands, The Cerenean Islands is part of the larger La Ona Archipelago.

White, sandy beaches are the main feature along the coastline along with various cliffs and caves. The interior of most large islands is mountainous and heavily forested, featuring streams, lakes, waterfalls, caves, peaks, and valleys. The origin of the Cerenean Islands is volcanic in nature and several craters of extinct volcanoes dot the landscape. An active volcano, Mount Heller, is located between The Cerenean Islands and the Anatolikan Islands.

The islands are susceptible to earthquakes with a major quake striking every 30 - 40 years. As a result, the state-of-the-art Cerenean Disaster Early Warning Center was established in 2002. The CDEWC was instrumental in saving lives during the 2008 Cerenean Earthquake and also provided continuous emergency broadcasting.


CLIMATE

The Cerenean Islands enjoy a tropical climate with relatively stable temperatures throughout the year. Temperatures range from 24°C to 32°C in the summer and 20°C to 28°C in the winter. Rainfall averages about 50 inches per year with interior areas receiving more rainfall than coastal areas. Due to its geographical location, the Cerenean Islands does not experience a 4-season cycle and divides its seasons into wet and dry. The wet season is typically from August to December while the dry season is from January to July.

Tropical storms are abundant in the region, but rarely affect the Cerenean Islands. As a precaution, June to November are designated as "Cyclone Season."


ECONOMY

Cerenea found prosperity early in the form of tourism from foreign nations. Beginning in the early 20th century, the nation began establishing various tourist-related establishments and facilities and began improving its other infrastructure with Cirdian aid. In the 1960's, an influx of wealthy tourists and businesses pushed Cerenea to began offering offshore registration to foreign companies and individuals, insurance services, and direct investments. As a result of tourism and financial services combined, Cerenea is the wealthiest nation in the region with a GDP per capita in excess of NSD 57,000 according to 2013 estimates.

Cerenea also has a mining and petroleum industry restricted to Cerenean-owned entities. Less-restricted industries include agriculture, manufacturing, and pharmaceuticals. All industries are under strict regulations to prevent exploitation and environmental destruction.


TRANSPORTATION

Land transportation in Cerenea is greatly influenced by that in Cirdia with an efficient road and traffic system. Cars drive on the left.

Ferries systems are in place to transport people to and from Cerenea's islands and the neighboring Anatolikan Islands and Lualhanian Islands. Most ferries are large, fuel-efficient, lightweight catamarans constructed in Cirdia with the remaining ferries being smaller conventional ships.

The main point of entry via air is La'onalea International Airport, which also serves both Anatolika and Lualhani. Cerenean Airways, the national airline, is the only airline offering international scheduled services and operates alongside other air charter services providing mostly sightseeing tours around the country.


DEMOGRAPHICS

As of 2014, the population of Cerenea was 609,000 people with 83% of the population being pure descendants of the original Ce'aran population. Twelve percent of the population is mixed-race, mainly offspring of Ce'arans and Cirdians from the late 19th century to the early 20th century, while 5% hold dual citizenship with other nations.

Prior to the passing of the Cerenean Nationality Law of 1970, multiple citizenship was permitted. This was overturned after the law was passed to preserve Cerenean ethnicity. A special agreement between the governments of Cerenea and Cirdia, however, allows nationals from either country to hold dual Cerenean-Cirdian nationality, though only 100 applicants are allowed per year.

Mortality rates in Cerenea are low thanks to its low crime rate, advanced civic services facilities, and highly trained civil service staff.

A majority of Cereneans - 95% - identify as non-religious with the remaining 5% practicing Christianity and Buddhism. Though no longer a faith, belief in ancient deities still exists, but serve more of a ceremonial purpose.


EDUCATION

Cerenean nationals are highly educated with citizens aged 12 and above having a 98% literacy rate. Public education is state-sponsored and highly encouraged. The main languages spoken are English and Ce'aran.

Cerenea is home to 13 accredited universities and colleges, 10 of them in La'onalea alone. Aside from catering to the local population, universities also offer programs to foreign nationals.

OVERVIEW

Cerenea maintains trade and diplomatic relations with nations through bilateral and multilateral agreements. It also maintains education and research, development, peacekeeping, foreign aid, and military agreements.

As a nation that values human rights, international security, fair trade practices, and outreach, Cerenea seeks to establish new relations with nations whose interests and values are aligned with its own.


EMBASSIES AND DIPLOMATIC IMMUNITY POLICIES

Foreign nations are represented in Cerenea through an embassy in La'onalea. Embassy staff (security, technical, service) may be locally employed or brought in from the host nation. Importing/purchasing weapons and vehicles for embassy staff use is regulated, and must not exceed the limitations set by the FACO. Should additional weapons or vehicles be needed, an official letter of intent stating the reasons for such must be submitted and approved.

OVERVIEW

Foreigners looking to immigrate to Cerenea for tourism, work, or study will be granted the appropriate visa following the acceptance of their applications.

VISAS

Temporary Residence Visa

A temporary residence visa is issued to foreign tourists visiting Cerenea for tourism, work, study or any applicable purpose. Citizens of nations included in the approved list of non-visa countries do not need a temporary residence visa

.Temporary residence visas may be single entry (valid only for a maximum of 1 month) or multiple entry (valid for up to 10 years or up to 1 month before the expiration of an applicant's passport, whichever is earlier). To be eligible for a temporary residence visa, an applicant must satisfy the following requirements:

  • Passport
  • Good health. A medical certificate may also be requested
  • Ties to the applicant's home country such as a job, home, financial assets, or family
  • Assurance that the applicant will return to his/her home country after his/her visit
  • Sufficient money for the applicant's stay in Cerenea. (minimum of 1,000 NSD)
  • Letter of invitation from a Cerenean citizen, a permanent resident, or a valid organization. (if applicable)

Student Visa

Foreign nationals wishing to study at a Cerenean educational institution must apply for a student visa. Once issued, a student visa allows a foreign national to study in Cerenea at an approved institution for the duration of the specified course or program. To be eligible for a student visa, an applicant must satisfy the following requirements:

  • Acceptance into a Cerenean school, college, university, or other educational institution
  • Enough funds for tuition fees, living expenses, and return transportation to the applicant's home country
  • No criminal record and assurance that the applicant will abide by Cerenean laws during his/her stay
  • Good health. A medical certificate may also be requested
  • Assurance that the applicant will return to his/her home country after his/her authorized stay in Cerenea
  • A temporary residence visa if the applicant is from a nation that is not included in the list of non-visa countries

In some cases, a foreign national may be exempted from obtaining a student visa. These situations include:

  • The course or program to be attended by the applicant is less than 6 months in duration
  • The applicant is a family member of foreign diplomats or embassy staff to Cerenea

Foreign students are also allowed to work in Cerenea during their stay with establishments under the following categories:

  • On campus without a work permit
  • Off campus with a work permit
  • In Co-op and Internship Programs, where work experience is part of the curriculum, with a work permit.

Upon graduation, a foreign student may apply for a work permit should he/she be interested in working in Cerenea.
