.cop is for that purpose because it is or all co-operative organizations like NGOs, multinational entities, and multinational projects. .int alongside .www, .fm, .war, and .it, etc were purposely left out because if they are free and/or unrestricted the multi-country agencies may have access to them. I took the most controversial and broad tlds out of registerable options.
