It has come to my attetion its hard to find recruits. SO what is your opinion on Penal Legions. I use them as more bodies to throw at the enemy. They help in terms of needing more men now. So i want to know how you feel.

Penal Legions are a Great Idea.

Whenever there is a war Daviis's Prisons are emptied and the resultant scum are used for suicide missions, missions were casualties are estimated to be high, logistics personnel and as human minefield clearers.

So yes, theyre a good idea

A good way to get them to be loyal is to not send them on suicide missions, and to offer them freedom after the conflict, or to shorten their sentence. Either way, we do not use penal legions, we get enough volunteers, in order to become a citizen here you must serve in the military for at least 4 years.
