b) How extensively do these laws go into protecting them? As above. The law does not specifically go out of its way to render protection to sexual minorities over and above protection given to anyone else, but that doesn’t mean wrongs at law committed against sexual minorities are not punished.

((See answer to question below first)) The state may not recognise marriage, but it does recognise what it calls sui juris unions for the purpose of rights and obligations conferred legally on romantic partners in a marriage-like relationship. So all people who are “married” and in a domestic relationship also have a sui juris union for the purposes of tax, social security, etc.
b) Are gay marriages legal? Yes and no. Well, the situation in Chelta is rather unconventional. The state does not involve itself in marriage as such. People’s respective religious or cultural customs informally govern marriage, but “marriage” has no recognition in Cheltish law. For the vast majority of the Cheltish, it is the canons of the Church of Chelta which govern marriage, which forbids gay marriage. But if two people of the same sex want to marry, they could simply declare themselves married, or find a celebrant or a particularly progressive religious minister to marry them, and present themselves as married spouses. Some people would accept them as married, while some whose religious sensibilities oppose gay marriage would not accept them as such. In any case, it doesn’t matter since marriage has no existence in Cheltish law.
