The Judicial Rights Council exists in order to ensure the protection of the liberties of the Subjects of the Imperium. If a section or article in the Imperial Law Code is found to be in violation of the rights of an individual (as outlined in the Special Imperial Decree on the Rights of Citizens).

No law - not even an Imperial Decree - may ever coincide with any law in the Code of Tyranny, or that institution shall be absolved of all loyalty to it, and culturally, it is seen as a moral obligation to destroy said institution. Only a Special Imperial Decree may ever remove something from the Code of Tyranny.
