It served pretty well for about 60 years actually, so I really don't see where any of the concepts came from. If it was a terrible weapon, millions would not have been made, it wouldn't have been used by so many states (some to whom have simply dreadful conditions for firearms) for so many years.
That said, it is indeed outdated. Like pretty much every other handgun of the era.
No because every other handgun can be updated for the modern era because they all for the most part. But the Luger wasn't, isn't, and can never be effect. I've held roughly 14 different Lugers and 6 modern reproductions and the same problems remain through the ages. You'll never find one that will shoot more than 2-3 rounds without the whole thing just fracking up.
