Kandarinese culture does not have any taboos against nudity. This revelation would probably be a surprise to most foreigners who have visited, since naked Kandarinese are such a rare sight. Despite the fact that nobody would bat an eye at anyone appearing nude in public, very few actually do it. This is so for a variety of factors. For one, it's fairly cold in the underworld, and it gets cold at times in most surface areas as well. It's also dangerous in many areas, and so most prefer to be protected and equipped in some way. On the aesthetic side, while Kandari are generally quite a good-looking lot, most prefer to express themselves visually through creativity in clothing rather than skin.

Finally, the central reason why so few people go nude in spite of the above factors is precisely the same as the reason why it is allowed - there are no taboos against nudity in Kandarinese culture. It's not novel, it's not shocking or rebellious, and nudity on its own is not especially fetishized. Even if you are very beautiful, you will not get much more or less attention by being nude. And so while it's perfectly acceptable to choose the no-clothing option as one's public attire (and most Kandarinese have at least tried it out at some point) very few decide to stick to it as their long-term look.

Most planets colonised by the Technocracy are either sub-Arctic ice balls, nuclear wastelands or sand-blasted desert worlds. The few that aren't, however, are either extremely heavily polluted or so covered in hostile wildlife that going outside naked, without so much as a respiratory mask, is akin to suicide. That said, clothing is entirely optional in one's home.

Only areas with special government permits may public nudity be displayed legally. The majority of these places tend to be nude beaches, of which there are very few of. Despite this, being clothed in ones home is not neccessary as long as no one can see you from another property.

In other words, public nudity is perfectly legal in New Olwe. It's not done as much as one might think, largely because it's bloody difficult to find a safe place to put your sword, but naked people are a common enough sight and all of the public beaches are nude.

In Practicality however, we are Mountain Valley, it's tepid in the Summer, and balls ass cold in the winter, you rarely see people naked, except in bathhouses and indoor pools and the like. it's just to damm cold to walk down the street naked.
