I think they call this "projecting".
Regardless, restarting production of an old tank would require reverse engineering at worst and rebuilding an entire production line at best, which is far more expensive than simply buying some small arms and shipping them in huge quantities. A new tank would require engineering outright, and fitting anachronistic equipment would not happen, especially if it's an allegedly "budget" tank (budget tanks really don't exist) made specifically for the desert or whatever. It's much cheaper to take something like Leopard 2 and give it a desertization kit than making a specific "cheap" tank, because engineering is extremely expensive and starting a production line for a single tank isn't worth it unless the Kurdish Autonomous Region or whatever can afford to buy like 800 tanks.
As I said, the Peshmerga is hardly competent enough to use a tank, or any mechanization, and that is why NATO IRL has been sending them ATGW and machine guns instead of Leopard 2s and Marder 1s, which is what would actually be sent rather than a weird Leopard.
But that's getting away from the part that a white/infrared searchlight is about as anachronistic as using a periscope for fire control rather than a digital FCS with laser rangefinder. It's not even that useful when passive FLIRs exist which have far superior acquisition range to a big light and can't be seen at all, which is why it really died. Keeping it around to "spot targets" for infantry at nighttime is not only a silly idea, it's a dumb one: there are many and better ways to do this that include using flares and using tracers, which are the time honoured tradition of night fighting, and of course you can simply give them the hundreds of thousands of old NODS that exist. Both of these options are far better than the almost piss take that is a big 1950s spotlight on an allegedly modern tank.
You can choose to ignore good advice and continue to make snide/cute remarks to anyone who doesn't respond the way you imagined they would I guess, though, but the very fact that I'm criticizing your choice of whatever artwork rather than not saying anything should be proof enough to you that I'm only trying to be helpful.
