I'm no expert but I should think it's enough to stop anything up to and including normal 14.5mm/.50 calibre rounds.

Generally these days actual armour plate would be hardened steel but rha is as close to a convenient comparable standard as we have.

20mm rha will likely keep ww2 .50 caliber AP ammo out at ranges of about 500m and start letting more through as you get closer. For modern tungsten cored api it would only really offer protection at 1000m. 30mm will stop anything up to .50 caliber SLAP

Edit: 14.5mm ap/api ammo will do something like 32mm of steel (not sure what type presumably rha) at 500m

It generally means that the armor is capable of stopping a projectile at a certain range.
