The Economical scale measures the economic strength of a nation, its raw power, its resilience to market shocks, and the "economy on the ground".
The Military scale measures the military power of a nation, its size, its capability, and most importantly its ability to serve the host nation's strategic interest. It is important to note that ability to project power, while a factor in a nation's power, is not necessarily the only way to score highly on this scale. A highly effective defense force will usually score higher than a weak expeditionary force.
The Political Scale measures the cultural and political influence of a nation, its "soft power". A nation that can achieve many of its goals without force will score highly on this scale.
The Cultural Scale represents the force of a nation's culture in comparison to the culture of other nations. A nation that can effectively assimilate or otherwise handle integration of new peoples into its national fabric, or those that are very effective at spreading their culture will tend to score highly. It should be noted however, that while cultural influence is a factor, it will rarely if ever be able to carry a nation, a nation that scores poorly on every other scale o and does well on this one will not be a powerful nation, it may however be a factor if other factors result in a borderline case, and can serve as a "hats off" to a former power that has since declined.

How a nation is graded
After a nation has submitted an application, the Indexing Board will review it, and assign ranks according to the information provided to an applicant. Each category will be rated with the whole of all composing the final grade. A final category will be assigned along the guidelines as follows (The equivalent of failed state in category ratings is in this case Weak?):
Some additional information regarding the Index:
1) This Index is in fact measured to match the power levels typical of nations on nationstates. That means that very few nations will make the Superpower grade. The vast majority of applicants will, in all likelihood be ranked as Normal Nations or Secondary Powers, with a substantial, but still relatively small number of Great Powers. In certain categories, there will be more room for variation.
2) This Index is primarily run off of IC information, however calculator/NS Page stats will be accepted, generally speaking. Information that is patently ridiculous will be rejected, even calculator stats (if I can prove that such stats have been abused by the player).
3) I will generally be sweeping applications on a regular basis, if your nation is not rated in three or four days, unless I have made it clear that I will be slowing down on ratings, then you can be worried. Until then, don't worry.
4) An application can be resubmitted if your nation has gone through substantial changes since a previous rating, and will be re-reviewed and categorized.
5) Given the amount of nations I have to review inaccuracies may occur. To stem the flow of angry telegrams, I will add a policy on revising. If you feel my judgement is entirely off base on at least two aspects, you may send me a telegram detailing why you think this is the case (no "but my GDP is a 125 trillion dollars does not count as a valid case), and I will more thoroughly review your application, and if I feel the need to change a status it will be noted. I will try to be unbiased in review, but the fact of the matter is that I am a human being handling data produced by other human beings, so bias may occur. Additionally, it should be noted that I often do these reviews when I am tired, and that I have a crapton to go through at once, and that I could very well produce an inaccurate result, and that is why results may be inaccurate, and that is why this re-review system is in effect.
6) Due to recent posts on the thread I feel it is appropriate to mention that nations post here at their own discretion, and barring any reasonable assertions that a particular review is inaccurate (with rational reasons as to why), then a review will stand. Nations should not make angry claims of fraud, because they were not rated as highly as they would have liked. I will not remove reviews except at the request of a moderator (acting as a moderator).
