I think a reason is that the words like medium and huge aren't defined in any way for this context except maybe as military personnel.

The United Empire forces are the most formidable in the world (to clear it up, when I say "world", I mean my region ). It has approximately 2 million active personnel and approximately 1 million reserved, which isn't the most in the world (although it is significant, only nations with over a billion in population have more) . However, the armed forces boast the most technologically advanced weaponry, and the largest navy and air force by a significant amount.

The defense budget is a whopping 1.1 trillion dollars, larger than every country in the world by a remarkable amount as well. The UEC has military bases stationed all across the world, and is active in alliances with other powers.

Male conscripts do not serve active duty unless chosen to replace members of the normal army due to capture, death, injury, detention, or missing status. Males 18-28 who meet criteria must serve compulsory military service. They get basic training then special training for which they are compensated, and must come in two days a year to retrain. The criteria for compulsory service are: male gendered, 18-28 in age, no physical or mental disabilities, no chronic or recent family illness that can be inherited, no obesity, can read and write English with the proficiency that would be equivalent to a 7th grader in the US, has no prior failed attempts to join active military, not enrolled in school, college, vocational training, or police academy, has no criminal history with violent crimes such as rape and murder, is a citizen by birth, and is not the sole provider for family or if conscription would cause detrimental hardship to self and or family.

For the past 500 years Ravania has held an active conscription, beginning at the age of 17 a Ravanian citizen must serve a term of 5 years in the military, branch and position are determined by the conscript's aptitude and preference. Afterwards they can choose to make a career of it or move on. Due to such policies and coupled with those that live a military career, roughly 22% of Ravania's total population makes up its standing military forces across the board, with its reserves for a Total War scenario possibly going as high as 60% to 70%, though there has not been a call for Total War for close to 150 years.

When dealing with these numbers, it helps to know that the Ravanian Military encompasses such things as Civil Service areas (Police, Firefighters, etc), Hospitals, Government owned Engineering and Production services, and a number of Public Service areas within their branches. So just because you're in the military, it doesn't mean you're going to be on the front line getting shot at, you will how ever be given military training and located accordingly for your conscription. This is also the reason why so many Ravanian citizens remain in military service.

Our ships are spread throughout over a million inhabited galaxies, and we have instantaneous signal travel, and very fast (though not instantaneous) FTL drives on our ships.
