The Central Government
The head of state and government is the Emperor, who is elected by the people for life upon the death, abdication or removal of the previous emperor. The Emperor appoints the members of the Council for Chancelleries, which appoints Chancellors of State (heads for particular departments of the Central Government), who last for six years. The main powers of the Emperor with regard to the Central Government are:
1. To dissolve the National Assembly (below) and call for fresh elections for members.
2. To issue an Imperial Order, which is functionally the same as an act of law. These must be based on petitions. (also below)
3. To repeal acts passed by the National Assembly.

The National Assembly (NA) is the deliberative body of the nation. It has 320 members. 160 of these members are elected by the 16 Provincial Assemblies and 160 by the people. The members serve six-year terms. The NA's function is to debate issues raised in petitions, and if a petition is approved by the NA it goes to popular vote as detailed below. Political parties do not exist in the nation, but unofficial factions do.

The lawmaking process is as follows:
1. A petition is drafted for some change in law. The petitioner gets at least 1,000 signatures for the petition and submits it to the Petition Office.
2. The Petition Office reviews the petitions and sends the ones that are fit for consideration (feasible, well-written and clear) to the NA, without looking at the political issues.
3. The NA then debates and votes on the petition. If a majority votes for it, it is sent to vote.
