The Community of Lalaki is a city-state of around 200,000 people. Being a direct democracy, there is no process for electing representatives to a council of some sort.

However, divisions have been established for the various neighborhoods. Each neighborhood has a public school, health clinic, post office, and area-specific services. These are maintained democratically by the residents of the neighborhood. There are currently twenty established, one for every 10,000 people.

Afterwards, one representative will be sent up the chain of lounges, with one representative being chosen from each lounge until 4 representatives meet in the Grand Lounge to determine a national law, if the law has been pushed far enough to be national law.

Free Reno has four main divisions:

I. Northwest Reno: This region contains the city center, the university, the Rancho San Rafael Park, and many diverse neighborhoods. This region is the one north of Highway 80 and west of Highway 395.
II. Sparks (Northeast Reno): This region is a much more suburban community. It also features a man-made lake, which is a popular destination for locals.
III. Southeast Reno: This contains Free Reno's main industrial area, a twin-building complex (formerly a casino), and many mountainous neighborhoods.
IV. Southwest Reno: This is a highly urbanized area, featuring the typical characteristics of a normal city.
