We would only enact military law or control over the population only in times of martial law and states of emergency, unless we were fighting a civil war, revolt, or rebellion against the people, in which we will of course, use the military to defend our homeland, government, and still loyal citizens against the rebels.

Yes we have used the military/police on the people in the Gallium riots/war where an estimated 15,000+ citizens were killed. The act then led to war after the government stated " we did it as a precaution because of the recent Zombie outbreak" that statement is what caused a nation by the abbreviation OH declared war and invaded our nation. But we showed them the door and booted them quite hard.

After that, lethal force is authorized against any remaining protestors.

Each of the Republic's Defense and Police Forces can used however the Republic wishes; within the scope of their Constitution. A Republic has to formally request the use of the National Guard and the Grand Assembly has to approve the said request.
