Yukonastan is known for a massive and well-developed railway network, and military planners haven't forgotten this. Materiél is mostly transported by rail, and for some excercises even is operated on rail.

Thats why everyone uses wheeled armored vehicles right, because they are just the worst.
Yes wheeled armored vehicles have some issues.
However unless you have 100000000000 dollars like the US, you can't afford a totally tracked APC force.
