Well, the Type 59 has several upgrades available for it that allow it to maintain an edge against modern tanks.

Except tracked vehicles are slower and harder to maintain. Besides, I explicitly said it'd fill the role of wheeled APC, which implies I'm not looking for "a better tracked vehicle". I already have a tracked IFV.
