Taxes and the economy in your nation

Postby Urran » Tue Jun 17, 2014 6:20 am

In Urran, all citizens pay a 10% income tax.

Businesses and trade are not taxed and money flows freely. We did our best to create a businessman's paradise and succeeded in creating a country where the GDP is 57,000. This, combined with the fact that Urran is located halfway between Asia and North America in the northern part of the Pacific Ocean, makes it the perfect place to do business. So our economy is doing quite well.

Our average GDP per capita is 23-28,000 in terms of US dollars. 30% of the income if considered as tax. No Filipino in the bayan complains about the income tax because the 5 year revolution gave proper jobs and improved the economic situation in their country making sure that the minimized profit (the remaining untaxed profit) is still bigger than what an average Filipino earns before, $ 5,000.

Corporations however pay considerably low taxes than millionaire individuals themselves in order to attract multinational investment into the country.

Individual citizens, civilians, and residents of the Federated Realms of Distruzio enjoy a life free of unnecessary intervention by the Crown in everyday affairs. There is no individual income tax mandated by the Crown. All monies flowing to the Crown are collected via taxes levied on the several city-states and their associated realms (i.e. businesses and guilds active in the local economy). Taxes on individual city-states and organizations vary by location depending on the local economic output. The wealthier pay a flat tax while the less wealthy pay a graduated tax determined by Crown economists.

As the domestic finances organized this way the Crown concerns itself with distributive domestic concerns wherein industry exclusive guilds are granted royal recognition within their prospective realms, monopolistic corporations are divided once their influence grows to include more than a single realm within the Federated Realms in order to promote competition among the several realms, and the Crown finances public works throughout her own exclusive territories that separate the various realms, Distruzi domestic GDP grows steadily by large margins annually.

Internationally, Distruzio pursues a laissez faire policy regarding imports and exports. This policy results in affordable goods and services flowing into and out of the Federated Realms that keep the Distruzi people wealthy and employed.

Atlanticatians pay progressive income taxes, consumption taxes, and companies pay corporate tax, social insurance contribution taxes for employees, and a high salary tax. However, the high salary tax may be removed.

First $20,000: no income taxes paid
$20,000-$40,000: 20% income tax rate
$40,000-$50,000: 33% income tax rate
$50,000-$75,000: 40% income tax rate
$75,000-$150,000: 45% income tax rate
$150,000-$500,000: 49% income tax rate
$500,000-$5,000,000: 55% income tax rate
$5,000,000 and above: 60% income tax rate

Social Insurance Contribution: 5% paid by employers, partially funds contribution-based allowances.
Pension Contribution: 7% paid by employers, funds the contribution-based pension.

Child Deduction: Tax free threshold is increased by $2500 per child.
Couple Deduction: $2500 increase in taxfree threshold
Single Parent Deduction: $2500 increase in taxfree threshold

A variety of tax credits are available: the universal child allowance, means-tested child allowance bonus, the working tax credit, consumption credit, etc.

For example, a single parent earning $18,200 a year (20 hours a week on minimum wage) would have a net income of about $32,500 due to tax credits and allowances.

----Consumption Taxes----
- Value Added Tax of 15% is levied on most items, with a few exemptions:
>> Basic Groceries
>> Certain unsubsidized and over the counter medications
>> Medical devices
>> Educational expenses such as books
Atlanticatians on a low income below $20,000 are entitled to a consumption tax credit, worth between $250 and $500 depending on family size, so they are not affected by the consumption tax.

- Fuel Excise Tax is a $2.50 per gallon tax levied upon fuel. Diesel is exempt from the fuel tax, so the cost of living does not skyrocket. Proceeds are used to fund roads, public transportation, and clean energy research and development.

- Luxury Car Tax is a 10% sales tax levied on cars worth $80,000 or more for imported cars, and $100,000 or more for Atlanticatian-made cars. It is paid on the value above the threshold.

- Tobacco Excise is a tax levied upon cartons of cigarettes and other tobacco products, and it accounts for about 75% of the price of a pack of cigarettes.

- Cannabis Tax is a value added tax levied upon legal cannabis products, of about 40%.

----Company Tax----
-Corporate taxes are levied at a flat rate of 25%, with very minimal deductions. Corporations must pay at least an effective tax rate of 21%.

-Small businesses having an income under a certain amount of income pay a lower rate of about 15%.

-High Salary Tax: Corporations must pay a 25% tax on the salaries they pay that are higher than 30x the lowest paid workers' wages. For example, if a corporation pays their CEO $5 million, while their lowest paid worker earns just $36,400 a year (the minimum wage), their High Salary Threshold would be ~$1.09 Million. So they would pay a 25% 'payroll' tax on the amount above that. So on their $5 million CEO, they would owe roughly ~$978,000 in taxes.

The economy is a mixed economy. Health and education are solely managed by the state, and the energy sector and telecommunications sector has a decent sized state component. The private sector is flourishing, too.

Taxes vary widely throughout the Empire, as all revenue is collected by the Immediates. As big-ticket spending (healthcare, education, defense, law enforcement) are the responsibility of the Immediates, the Imperial budget is quite small, only maintaining a small standing military force (the Landschneckte). The Empire does handle border protection and customs and immigration enforcement, but this is primarily paid through revenue from tariffs. If it is not, the Empire will levy a tax on the governments of the Immediates.

The tax structure of the Immediates varies considerably from one to the next, but it is typically very progressive with a consumption-based VAT as well.

We have a marginal progressive income tax of 0-50%.

Tax (%): Income in Arkiasin Credits (USD)
0%: ₵0 - ₵7,000 ($0 - $9,100)
15%: ₵7,001 - ₵15,000 ($9,101 - $19,500)
25%: ₵15,001 - ₵30,000 ($19,501 - $39,000)
35%: ₵30,001 - ₵50,000 ($39,001 - $65,000)
40%: ₵50,001 - ₵70,000 ($65,001 - $91,000)
45%: ₵70,001 - ₵100,000 ($90,001 - $130,000)
50%: ₵100,001+ ($130,001+)

We have a corporate tax rate of 10%-25% based on the size of the business.

We have a VAT of 15%.

Arkiasis' economy is an example of a mixed economy; a prosperous capitalist welfare state featuring a combination of free market activity, government regulation and state ownership in certain key sectors. Education and healthcare is solely managed by the state. The state also has large ownership positions in petroleum and oil, energy production, rail and telecommunications.

There is a mere 10% flat tax on income and a 1% tariff on imported goods. That's about it, no more and no less, our economy is all the stronger for it.

At the national level, the main tax that is levied by the Crown is the land tax. There is no national income tax. As the vast majority of things are done at the state level, the Crown's expenditures are minimal, with the military being the biggest item of spending. Thus the Crown only needs a small tax revenue, on top of the revenue it already gets from the King's landed property, income from feudal dues and from fines and things from the courts.

The Government has announced a new social security charge to paid by employers. This is called the Family Benefit Contribution, of 5% of wages paid, to partially fund family allowances and paid leave.
This brings the total social security charge paid by employers to 17% of wages.

Most of our government revenue comes from a high, 27% VAT. As it is believed that the basis for taxation should be consumption and property rather than labour, we do not have either corporate or personal income taxes. We only have a payroll tax, which is used to fund social security and welfare.

Companies also must pay for licences in order to conduct activities such as extracting mineral resources, producing alcohol etc.
