How Is your nation ruled?

Postby Britannia I » Fri Jun 13, 2014 10:57 am

In Britannia a democratic council exists called the Imperial Court. It is made up of a mixture of the Aristocracy and Commoners voted as Leaders of the Imperial States known as CSM's (Citizen Seat Members) to represent that state in the Court and present issues and debates about legislation and other governmental duties.

The Supreme Chancellor (Who is the head of government) is elected from the Imperial Court, so members of the public cannot vote for someone to fill this position, the CSM's do. The Supreme Chancellor's responsibilities are to oversee debates in the Court, formally dismiss or approve any new bills or legislation, and work closely with the Emperor as an advisor. It is the single biggest political position of anyone not of royal blood.

The Emperor or Empress of Britannia has the sole power over the nation and while the Imperial Court can present the Monarch with the issues of State, only the Emperor or Empress has the final say as to what to do about it. the Imperial Court then votes on the motion made by the Monarch and it can occasionally be dismissed (though this doesn't happen often).

It's like you two showed up to the grand ball in the same dress or something.

Kusthet is ruled by an elected council.

Each city-state's districts elects local Councillors, who then provide the representative opinions and votes to city-state governors. The governors then represent their state on the Kusthet council, under the guidance of a chairperson who is elected from previously-serving governors. There are no political parties, and as such, an 'opposition' is not truly required, however, to pass laws affecting the commonwealth, the council's rulings have to pass through a legislative council of experienced jurors, elected in a similar manner to the Governors.

These Jurors are chosen to ensure that laws and rulings are equitable to all the city-states in the commonwealth, and serve the commonwealth's interests over personal gain.

Our head of state is the king. He has no real power, all he has to do is signing laws and representate the nation. Our government is democratically elected, as is the Royal Council (our upper house). The Coronal Council (our lower house) gets composed of special delegates from the principality's own democratically elected Regional Councils. These are the legislative of our nation.

The Colonel is the nominal head of the Imperium, but until he recovers from the cancer that forced his subordinates to inter him in the Frozen Chamber, the Junta is the real ruling body of the Imperium. However, the Colonel still watches over our great nation in his own way. Without his guidance early on, the Imperium wouldn't have got off the ground and became what it is today.

The Emperor of Adab, currently Tizqar III, is simultaneously head of state and head of government of Adab. He is an absolute monarch; there is no legislature in this country. In making laws and decisions, especially those which are regarded to be of great importance to the state and people of Adab, the Emperor seeks advice from the Privy Council, consisting of 200 of the "wisest and most capable men in the realm", all handpicked by the Emperor himself.

East Repania is a federation, so it's just countries glued together. In East Repania, the 7 different republics that can suggest and vote on a new law. There's an overall supreme leader who is chosen by the previous leader or (in a very rare scenario) democratically elected. A new law has to be passed on to the Supreme Leader to approve. He/She has the power to decide what to do with the law. He/She can even make a new law without the whole voting thing in the first place. The Supreme Leader can do anything, kick a republic out of the federation, declare war (which has to be voted on first if a member of the federation suggests the idea), and even seize all the clothes of every soldier so they'll have to battle naked, but luckily that ain't happening.

Granda Lando is an absolute monarchy. The King is the head of state and head of government and has absolute authority. He combines legislative, executive, and judicial functions, with royal decrees forming the basis of the country's legislation. Furthermore, the King is the supreme commander of the military with the ability to declare war and peace. The King is assisted in running Granda Lando by the Prime Minister

The Prime Minister is appointed and dismissed by the King via royal decree. He or she supervises the ministers, coordinates government policies, and is responsible for ensuring that the King's ideas and goals are implemented. The Prime Minister reports to the King but generally has a large amount of autonomy.

The ministers are appointed and dismissed by the King via royal decree, however the Prime Minister has significant input on who he appoints and dismisses. The ministers each head a government ministry and are responsible for implementing the Prime Minister's orders and instructions, which are almost always meant to put the King's ideas and goals into practice.

The High Council is made up of 6 members that are appointed by the Emperor. The High Council advises the Emperor on all matters. the current Emperor has allowed the High Council to administer Imperial taxes, Declarations of War, and creating laws. The Emperor can override any decision they make. The Emperor can remove members of the High Council at any time and for any reason. The Emperor can also remove all powers from the High Council.

The Council of Legislation is the nation's legislature. There are ... kinds of people in it: members, party heads, speaker, cabinet/ministers, assistant prime minister, and prime minister. Members come up with bills and vote on them, party heads are party representatives, speaker organizes government sessions, cabinet are the ministers of departments, assistant prime minister is the prime minister's assistant who helps the prime minister, giving advice or substituting them when they are gone, prime minister is the head of state and is a representative to other countries with the Minister of Foreign Affairs.

There are two branches of government: The Crown and the Imperial Government. This is talking at a National level. There are obviously Provincial governments, local governments, and District Area Administrative Governments.

The Crown is an executive body consisting of the Royal Family, the Seven Ministries, and the Three Offices, as well as several ministries not affiliated with these areas. The Emperor has executive authority much like a King, President, or Chief Executive. However, they must abide by the Constitution, which is enforced by the Three Offices and Special Advisors which put a check on the Emperor's power as well as the National Council's power.

The Seven Ministries function sort of as a cabinet. They also put a check on the Emperor's power but also on the Three Offices. They are responsible for the regulation of things such as Health, the District Areas, Work, Taxes, etc. This is also where the Judicial Branch is.

The Imperial Government consists of the National Council, Prime Minister, and most investigation bureaus such as the Royal Investigation Bureau. This is a democratically elected branch and is supposed to have equal power to the Emperor when united. The National Council is elected by citizens of the contiguous Empire and the Prime Minister is elected by the citizens. This Imperial Government is supposed to represent the voice of the average citizen as opposed to the saturation of nobility with the Crown. The National Council can make laws as well as enforce them but the Crown can strike down laws with a veto, which can be overcome with a super majority PLUS the Prime Minister's approval.

The investigation bureau, though part of the Imperial Government, investigates both the Imperial Government and the Crown for any signs of fraud or law breaking. They also enforce laws that pertain to the leaders of Neo-Joseon and put a check on both branches of government. A check is placed on them by the Emperor, who can order the end of any investigation with help from the Imperial Government.

Xlyvania is an Authoritarian Monarchy ruled by an Emperor. The Imperial Government is the central government of the Empire and features a bicameral legislature that has a party majority that supports the crown. The Crown can be thought of an organization that contributes to cultural activities in the Empire. The Emperor reserves the power to overrule any legislation passed if he deems it unnecessary or opposes it. He also grants titles of nobility to those who have demonstrated exemplary public service.

There are various cities located throughout the Empire known as Royal Dominions. Royal Dominions are directly governed by The Crown via appointed politicians. These cities demand that their residents live a high-quality lifestyle by outlawing: drug abuse, alcoholism, body piercings, smoking, and obesity. Certain clothing and hairstyles are banned in the Dominions. Furthermore, Royal Dominion residents are required to drive cars that do not produce CO2 pollution, and submit themselves to a bi-monthly health checkup. It is important to note that residence in the Dominions is voluntary, but do feature the highest quality lifestyle.

The economic system features a mixed economy with the Imperial Government and The Crown holding big corporations responsible for their actions and has large influence over their actions, namely, State Capitalism. Corporations are also required to engage in public service projects that helps improve the quality of life for all citizens. Corporate corruption (profits above people) is absolutely forbidden and is punishable by having every single asset seized by the Imperial Government, and leaving the accused homeless, penniless, and impoverished.

Ventelia's legislative structure is quite based on the bilingualism in the country. There are 2 regions who have their own languages, own political parties, even their own capital cities and parliaments: Vecteria (NL: Wechteren) where people speak Dutch and Felovnia (FR: Felouvenie) where people speak French.

VENTELIAN CONFEDERAL CONSTITUTION (VCC)
The Ventelian Confederal Constitution (FR: la Constitution confédérale ventelienne - CCV) (NL: de Ventelische Confederale Grondwet - VCG) is the constitution which exists since 1849 and which both parliament cannot make any law against. However, a modification can happen if both parliaments approve the modification proposal and also if the Confederal President does not veto the modification.

CONFEDERAL PRESIDENT
The Confederal President (CP) is the president of whole Ventelia who has right to veto the law drafts of both parliaments. If one wants to be president, one must be half Vecterian (inhabitant of Wechteren) and half Felovnian (inhabitant of Felouvenie) or must have born and raised until the age of 18 in Flouse (FR: Fleux) (NL: Vluis) which is the capital city of Ventelia according to the 3rd article of VCC which has been promulgated to prevent the cases of injustice which could be realized by a racist Vecterian or Felovnian. This law has been attempted to abolish twice. Once the Vecterian parliament has created the proposal and Felovnian parliament has rejected it. Once it has been vetoed by the CP although both parliament approved the draft.

SITUATION OF FLOUSE
Legal situation of Flouse seems a bit complicated although it's simple. No matter which parliament makes a law, it has to be applied in Flouse, but in case of contradiction between the laws of parliaments, people of Flouse immediately acquire the right of referendum for choosing which law to apply in the capital city. In the other countries, capital city rules the regions; but in Ventelia, regions rule the capital city.

VENTELIAN AUTONOMOUS ZONES
Also, we have 6 autonomous zones where we force people to speak one of our official languages except one. In Bronesia and Lhenkland, people are strongy assimilated by the Vecterians to speak Dutch, also in Oux and Vice, Roofland and Sypaill; people speak French. But in Brodvague, they still resist to our assimilation and speak their Brodvaguan language.
