Note, the country is a very secure state, freedoms are high, and people enjoy a good base of income equality and equal opportunities. The Military technically over looks the Police but generally just helps direct its funding on a "local" level and helps teach police how to properly use their tools, etc. Police have their own specific guidelines and are taught primarily diplomacy and is split between a tactic defense unit, and a civilian protection unit.

The Government is subject to the law just as everyone is, and people can freely work to make their government suite the people better with petitions and sit ins.

Can civilians arrest criminals? No. Mostly because the criminals are armed.
Is vigilantism legal? No.
Can criminals be detained indefinitely? Not legally. It happens.
Can criminals be denied legal counsel? Ditto.

Is the nation militarized? No.
Do you have an official armed forces? Yes.
Is your military up-to-date? As it can be with the funds available.
Can military servicemen arrest criminals? Not in civilian areas. That's what the Military Police is for.
Is the military subject to the law? Yes.
Does the military have it's own courts? Yes.
Are military courts independent of civilian law? Sort of. Yes if it's a purely military affair. No if it involves civilians.
Are civilian laws active on military installations? No.

Can military equipment and weapons be purchased by civilians? Not legally, no.
Can civilians own firearms? Yes.
Are pharmaceutical drugs legal? Yes.
Are non-pharmaceutical drugs legal? Some are.
Can pharmaceutical drugs be used for non-pharmaceutical reasons? Obviously. But it's not legal to do so.
Do you have freedom of speech? Yes.
Do you have freedom of press? Yes.
Do you have freedom of thought? Yes.
Do you have freedom of assembly? Yes (ish).
Are protests legal? Yes (ish)
Are sit-ins legal? Yes.
Are strikes legal? Yes.
Are corporations above the law? No. But they certainly act above it anyway.
