Are elections held? No. Our nation's representatives are chosen through an extensive set of exams meant to discover the very best and filter out the average or sub-par candidates. Only the ones who pass the tests with the best results are permitted into the government - for a period of eight years, at which point they MUST take the test again.
Are elections run by independent candidates, or by party candidates? Officially, one is disqualified from taking tests once they receive public support from a political party - the reason for this is that they might choose to represent the party's interests over their own judgement.
Can individuals or organizations pledge financial support to a politician's campaign? Of course they can. The problem is whether they can actually uphold that pledge before the state breaks them.
Is the military a part of the government? The Councillor of Defense is also the highest-ranking military officer in the army, so it depends on your point of view. Ultimately, their oath of allegiance goes to Crown and Country and not to the Councillor of Defense.
Is the government secular or theocratic? Secular.

The Upper Council is responsible for governing the whole nation, whereas regional Lower Councils decide whatever the Upper Council can't pay attention to because governing a huge nation takes a bit more bureaucratic investment than one may suspect.

Example: Clan Katara controls 78 worlds in 32 systems, which are grouped in 5 sectors. The Clan members of each world will elect a planetary governor. The Clan members of all settled worlds with a system will elect a system governor. The Clan members of an entire sector will elect one Archon, all of whom come from within their ranks. Penal colonies are desolate and hostile worlds which house the Imperium's many labour camps, where convicts are given a chance to reform through hard labour and hardship. Many don't survive their term - if the backbreaking work, malnutrition, hostile environment, dangerous wildlife or disease doesn't finish them off, the sadistic guards or violent fellow inmates certainly will.

Don't worry - the communication traffic is monitored by an AI, so you don't need to worry about some D-Sec pervert fapping on the other end of the tap as you unsuspectingly have a naughty conversation with your sweetheart. The system looks for certain keywords and phrases that might suggest an intent to break law, and forwards the content to D-Sec operators if deemed sufficiently suspicious. Yes, the system can discern serious conversations from prank talk that some smartasses do, trying to screw with the minds of the surveillance officials . And yes, it will go down in your record as "displaying resentment of authority" if you try that!
Is top-notch security available for purchase by the populace? The law enforcement agencies already offer top-notch security for everyone, and absolutely free of charge.
Can civilians arrest criminals? Yes. The Urban Security will surely appreciate being spared the extra work.
Is vigilantism legal? It is discouraged, but if it helps keep the streets safe and doesn't endanger innocent civilians and public property, the authorities generally have no problem with it. On Frontier worlds, where central authority is still weak, vigilante formations are often the only effective way to maintain law and order.
Can criminals be detained indefinitely? They can, but they normally aren't, if only because Urban Security doesn't want to bother feeding and guarding them for too long. As per Urban Security regulations, an arrested citizen must be charged with a crime within 72 hours of arrest, or be released and entitled to file a wrongful arrest complaint. Domestic Security, which deals with political dissidents, terrorists and dangerous organized criminals, however, has no such restrictions and may lock up their detainees for as long as they feel necessary.
Can criminals be denied legal counsel? To even claim something as elaborate as a legal council, you have to be someone quite important, or your case must be unusual and/or controversial enough to require the personal examination of qualified experts of law. It is the practice of Sidh authorities to only arrest a person when there's already enough irrefutable evidence accumulated on his criminal activities to warrant an immediate conviction, making legal counsel a useless formality. In other words, if you've been caught pissing on a government building's lawn while drunk or spray-painting political graffiti on walls in a public place, there's bound to be enough surveillance records with confirmed facial recognition scans and whatnot to prove 100% that you and nobody else is responsible for these acts of vandalism, so a judge won't even bother with you and you will be processed and sentenced by a judicial AI. Trials with judges, prosecutors and lawyers are reserved for those who have done something really big, not petty criminals.

Lies, this survey is 100% unbiased and taken extremely seriously by the Department of Defense, in order to differentiate nations that are subject to high crime rates with low ones. Any unhappiness from the classification applied is due to state error, not that of the survey. If you do not want to partake in our fair and unbiased survey, then don't. No one is forcing you too.

Rather than yell at you about gameside vs. non-gameside stats and get personal, I shall inquire how it is possible that a state with public financing of elections, a strong separation of powers, a separate military, treatment of corporations as able to commit crimes, free association, free media, free speech, etc. can be a "Mafia State"? What are the criteria you use? Simply because we don't have the death penalty, focus on rehabilitation of criminal, and don't surveil our populace without a warrant obtained with probable cause?
