Well, they are "run" by the nonpartisan Election Commissioner (elected by a four-fifths vote), though if you mean who can compete in the elections, independents are free to contest constituency seats, and often do, though independent candidates are usually excluded from proportional seats (which require a party).

No. Tax money is used to fund the basics of all political campaigns, which are usually low-budget, given that constituencies have 100 voters (queens vote, not the hives themselves). National campaigns are covered by state radio (which holds a monopoly on the air waves), though they are required by the Constitution to be unbiased and equal in their distribution of time to each faction/party.
