Society as a whole is particularity socially liberal and individualist, which fosters the sort of electoral behavior that puts individual-rights protecting leaders in power (but not too much of it).

It is also a pretty decentralized system, with a central government mainly tasked with 1) Upholding Constitutionally Enshrined Rights 2)Foreign Affairs/Defense and 3) Making sure the Republics aren't letting citizens starve/die of disease/be illiterate. Other than that, the 26 constituent republics have wide berth to be as capitalist or social democratic as they want (most still skew capitalist)
National Parliament/Congress is called the Alþing. Each of the 18 constituent republics has its own Þing. Our national head leader is called the "Lawgiver".
We speak an language called Yggandan or Pacific Norse. The latter name hints at our background- descendents of Norse settlers that didn't just reach Vinland, but crossed the ithsmus of Panama and struck out for the Pacific! (Not the most realistic scenario, but I don't really care).

No. The Emperor and God-King (same role) is appointed by the previous as the heir. Nominally this is the eldest son of the reigning monarch.

Members of the Senate of the Freeholders are elected by the citizens.

Does the nation have fair, free and open elections?
Partially. The Senate of the Freeholders ultimately lacks much in the way of official power and is not a head of government position. Simultaneously, only adult male citizens with property (freeholders) are permitted to vote. Children, unlanded men, and all women are prohibited from voting. Non-citizens in the form of the subhuman classes and slaves are also prohibited.

Is the government Constitutionally Limited?
No. The High Council can only act within the accordance of the laws established or the order is invalid unless the order is sanctioned by the Emperor himself. There is a charter guaranteeing the rights of citizens as Imperials but in times of emergency this can be circumvented, and citizens can also forfeit their rights through criminal action.
