Just did a bit of quick research into the shell sizes/power of each shell and surprisingly the 130mm option is allot meatier then the 203 if my sources are to be believed. The 130mm gun fires a shell that weights 190 pounds total and has a 73.6 pound HE projectile, while the 203 has an HE-FRAG (only HE shell I can get reliable data on) shell that weights around 240 pounds with a 39 pound HE-FRAG projectile

The Tyulpan is for when something needs the absolute shit blowing out of it, or for when high-altitude fire, say to clear terrain obstacles, is required.
It can also be used to deliver chemical and nuclear shells quite well.
