What about the Tsete fly?
There's no point. You want an insect that will do probably do significant damage to enemy crops within a short amount of time, not one that will possibly bite a few people and possibly get a few of those people extremely sick at some point in the future. You're thinking about this wrong. You shouldn't care about killing or bothering an individual person. You should focus on the crops.
