Well, it depends on what your doing with your government already. If you already spend a lot on the police force, then choose the second one and vice versa

well both of those options will help with your crime rate, though this being NationStates nothing is perfect. Your currently not spending anything on Law and Order. As your description says "Crime is moderate, and the police force struggles against a lack of funding and a high mortality rate."

Perhaps it'd be for the best if you increase your funding of the police force.

Give it to your police. They suffer from high mortality rate, so they probably don't have good equipment at all. So yes, choose the police officers.
