Nambutu wrote:Hi, I saw the thread and I'm a little interested. My nation, as I plan it, is something akin to a west African state. A faux-democracy where power is in the hands of an alliance of minority groups that work to exploit the natural resources and labour of the majority ethnic groups. Not as developed as other nations, focused on resource production rather than refinement.
I could go on, but first I'm curious if an African-style state will fit into this region?

What we would really need to see, however, is roleplaying experience.

Arx Montem wrote:Economy:
1. What do you imagine your country's main exports and imports are? Please name these as sectors--ie agriculture, mining, parts manufacturing, financial services, etc.
Top three exports* are fish, artisan household items, and beverages.
Top three imports are manufactured goods, energy, and entertainment.
Top three business sectors are tourism, utilities, and fishing.
*Primary source of foreign income is remittance.
2. What are your country's trade relations with other countries in the region? Are there any restrictions or challenges that you imagine your country has?
Trade is primarily sourced through the government or the tourism industry to satisfy tourists. Trade relations for Arx Montem are focused on visas and border permeability. Since low-cost Montemian laborers are often used abroad, the government's visa policies are of vital importance. Visas are not just important for exporting accented plumbers, however, since the tourist industry also lobbies heavily in favor of more open borders to maintain a steady flow of customers.
3. What does your country have more of and what does it have less of in terms of natural resources? Remember that most nations in the region have picked benefits and costs.
While there have been many expeditions in Arx Montem searching for fossil fuels or industrial metals, very little has ever been produced. Two raw materials are prominent--timber and gemstones--but nothing to make Arx Montem an economic powerhouse. Thus, while there is no fear of recession, much of the country lives in relative poverty. The top three employers are the tourist industry, the national military, and the several large fishing companies.
Military
1. Briefly describe your nation's military. Numbers, high level organization (ie, does your nation have army, navy, air force, coast guard, internal affairs troops, border guards, etc)
Arx Montem's military is divided into the Army and Navy. The small air force is devoted to the Public Lands Office (National Parks Service) and the navy. All adult males with a clan membership must serve a year term in the military between the ages of sixteen and twenty, though they can opt for other government placements and there are opportunities for early dismissal such as combat service or election to public office.
There are 50,000 professional soldiers and 10,000 professional seamen.
2. What is the purpose of your nation's military? (ie: if describing Canada I would say it is provide disaster relief, defend nation's territorial boundaries, support international peacekeeping, support international alliances. Other nations may differ.)
The Army is used primarily to protect the borders, provide support to law enforcement, support public works projects, and occasionally for multilaterally financed peacekeeping (i.e. mercenaries).
The Navy protects maritime boundaries, acts as the coast guard, and maintains the nation's ports.
3. Who is the supreme leader of your nation's military?
Schloßführer Romuald Duch
Government:
1. Describe, briefly, your nation's system of choosing national leadership.
(Image)
2. Does your nation have political parties?
Arx Montem is a one-party state, but a light hand from party leadership has lead to the creation of many internal factions that could represent parties themselves.
3. Does your nation permit free political association?
Arx Montem is a one-party state, but membership is not compulsory.
4. Who is your nations' head of state? What are their duties?
The President of the Realm is the head of state of the Dominion of Arx Montem and is indirectly elected by the Ensemble Civique (Civic Assembly). The President of the Realm is also the nominal leader of the Grand Conseil (High Council), honorary Legionnaire General, and makes certain appointments on the advice of the government. The current President of the Realm is Silny Frisch, who was elected November 29th, 2000.
According to the Loi Pierre, the President must be a citizen of the realm, must have completed a year of military service, must be at least twenty-five, and cannot be married to a non-citizen. Additionally, according to the Loi Montagne, the President must have been a commissioned officer, must be a member of standing with a recognized clan, and must be at least thirty-five. The Civic Assembly appoints the President at the conclusion of their annual meeting in week before the last Sunday of November. The Assembly then reviews the President every year of his term, which is unlimited and commonly extends to a lifelong term. Since the Assembly is a civilian government, it does not, by law, have to enforce the Loi Montagne, but typically has along with the Loi Bijou. The Assembly votes, either on retention or selection, and a plurality of votes wins.
Much of the authority of the government is nominally invested in the President, who might be considered the mouthpiece of the state. However, the President is ultimately an outdated, ceremonial office that dates back to when the nation was a constitutional principality. The President has the nominal authority to dissolve parliament, command the armed forces, issue executive orders, declare martial law, declare war, negotiate on behalf of the realm, and the right to veto. However, since the appointment of Schlossfuehrer Machak the President has enacted a policy of tacita potestate, or silent power. Effectively therefore, the President presents the agendas and policies of Parliament and the Schlossfuehrer. The President performs all other duties on the advice of Parliament and/or the Schlossfuehrer.
5. Who is your nation's head of government? What are their duties?
The Schlossfuehrer is the de facto dictator of Arx Montem, but has shared power with and declined to dissolve other institutions of state such as the Civic Assembly, Parliament, and the President. The Schlossfuehrer also serves as the supreme military commander of the Armed Forces of Arx Montem and is elected to that position by the general staff on the advice of his predecessor. The current Schlossfuehrer is Romuald Duch, who was appointed December 31st, 1996. There have only been two Schlossfuehrers: NSUP founder Tomasz Machak and current Schlossfuehrer Romuald Duch. Both were selected by popular assent of the general staff. There is no formal process for the selection of the Schlossfuehrer, but since the ruling authority of the Schlossfuehrers comes from control of the armed forces, there is little opportunity for deviation.
The Schlossfuehrer rules by decree and has exercised this power 67 times in the eighty-four years of rule. This body of plenary legislation creates the Loi Montagne, which primarily regulates the internal affairs of the military and is sometimes applied to civilian government. Specific powers often employed by the Schlossfuehrer include (i) promotion of officers, (ii) dissolution of parliament, (iii) diplomat to the Dominion's suzerain.
6. Do your national leaders have terms of office?
No.
Diplomacy:
1. What kind of relations does your nation prefer with neighboring countries and other nations in general in Cornellia?
While Arx Montem is by no means friendly to criticisms of human rights violations of it non-citizen residents, the government makes a noticeable effort to maintain pleasant relations with all neighbors. Since the country depends heavily on tourism, antagonism is impossible to maintain.
2. Does your nation respect international treaties and agreements?
Arx Montem is willing to ignore embargoes and sanctions with tourist sources, but generally does comply with international agreements.
3. Does your nation maintain embassies and consulates in most countries?
Embassies are a point of pride and often are attached to fully functional hotels. These institutions, while not very potent, serve as a diplomatically-protected advertisement for the luxurious Montemian resorts.
