The Imperial Open Council - The lower house of the Imperial government. Made up of every noble man in the country as well as a group of Advar elders. Nobles are not required to attend and may send representatives instead. The house votes on all laws passed by the Imperial Closed Council and may propose one new law or a change to an existing law once a month with the man who comes up with the proposal chosen by lots. If in times of war or emergency the council may be out ruled by the Emperor and the Closed Council. The Emperor can also choose to overrule the Open Council once every three months.

The Imperial Closed Council - The upper house of Imperial Government. Made up of the Emperor's chosen advisors and close family. The chosen advisors include the close members of the Imperial family, commanding officers of every branch of the armed forces, Lord Steward , Lord Marshall of the Open Council (speaker), Head of the Catholic Church, Postmaster General (also head of the Imperial Broadcasting Company), commanders of both spy services, Lord Attorney General and the regent of the Prince of Advar. The Closed Council's role is to advise the Emperor on every aspect of government and to propose new laws and changes to existing ones. In times of war the Closed Council becomes the Imperial War Council and advises on troop movements and battle strategies. The Emperor does not need the approval of the Closed Council to act but if he makes repeated actions without their approval they can vote a motion of discontent and assume the role of Imperial Regency Council for a year were they alone govern the Imperium. If a Emperor leaves a heir who is underage or the Emperor is incapable of governing the Closed Council assume the role of Imperial Regency Council.

County Councils- Representatives for selected areas and regions of the nation, mainly for public services.

Parish Councils- Representatives for local area and whole communities to ensure that local heritage and the environment are protected.
