Really, REALLY strange.

The official ruler is the personification of the country, so she is basically the US of Helvagon in human form. She is, because she is immortal, always in the head position. Below her are elected officials. Each one represents the following topic or place

-rep. for the planet of Grehoid
-rep for the planet of Funnerson
-leader of economic affairs
-leader of international affairs
-leader of militarily affairs
-leader for social wellbeing and education
-leader of scientific advancement
who each have a say in what goes on. If something is passed by the Helvagonian councel (its official name), the people vote on it. If 3/4ths of the people approve, the bill becomes a law. Of corse, its much more complicated, but my hand is getting tired )

Eveylia is a twisted form of Constitutional Monarchy in which the Emperor/Empress hold most of the actual power. The Assembly is the only body capable of challenging an Emperor/Empress's commands. They also have certain duties and domestic affairs to legislate or regulate spelled out in the Eveylian Canon (the Constitution). For the most part the Assembly also carries out the daily legislative and bureaucratic work of running the Empire though in some of these areas the Emperor/Empress are permitted to make any executive changes at their own discretion.
