In Catholic Terra, 10 out of 50 babies born develop a special needs disorder like Autism, we have established Special Needs schools across the nation, and most schools offer Special Needs classes.

Those with special needs or such, are cared for by government issued workers. They must live with their workers, or else they can live in homes with fellow special needs with government workers.
If they are children to teenagers in school, then they receive special classes with class assistants and such to help them and guide them.

And adults must live either in a home with fellow special needs with workers, or live with their assigned worker.

And special needs citizens are exempt from things, such as our mandatory/compulsory military service, national tests, and other things that we do not think they can handle, unless they think they can and they can prove it to us.

The Minimum Specification for Code Intended to be Sapient, and for Sapient Code, requires that every Decepticon be able to take care of basic tasks like raiding oil, repairing one's body, and shopping at stores in the standard way and without anyone's help by the time of the age of sapience. If someone's mind code is below this spec, repairs are mandatory.

Fortunately, all of these errors are very rare here. With beings whose minds are made of Code, it is more likely for a glitch to make it so they don't run at all than to come out "intellectually challenged" or to have another condition that requires special consideration. Even more fortunately, it's much easier to fix Code than it is to repair a biological mind. We can literally pull the Code up on a screen, find the errors, and type in the proper lines. This makes conditions that would be devastating for biologicals mere annoyances for Decepticons who have equivalent symptoms.

It also makes it so that the amount of work needed is often much different than how it would seem from a biological standpoint. For example, if a Decepticon does seem to have a Down's-like condition, it's often a problem with the mind's database schema that causes normal data processing to take much more power than it's supposed to, which in turn causes huge response lag. This is fairly easy to fix when an expert does the work. In some cases, it's even easier. Insufficient RAM or CPU power can cause the effects of retardation even when the Code itself is just fine. In those cases, adding more of the required hardware is all that's needed. A hardware fix takes less than 5 minutes.

Autism-like disorders are much more complex, though repairs are only mandatory if the problem is severely interfering with the person's ability to be independent. Still, patches to normalize certain aspects while leaving others alone are usually requested by those on the more severe end of the scale (those whose disability is severe enough to make it so that they *can't* request a patch MUST be repaired), while those on the high-functioning end tend to leave everything as-is and just deal, or get patches that wipe out the most annoying factors.

We will go after the Coder for being negligent if he does something like code an offspring so sensory input processors are registering at 1,000x what they should be (as evidenced by an offspring that keeps blocking his ears or trying to peel his own paint off because it feels funny). These things are pretty basic errors from a programmer's standpoint and usually result from typos or an attempt to get a cheap sensor to do more by putting a multiplier on it.

Fortunately, errors like the above are usually caught before an offspring ever goes live. The reason we strongly encourage Coders to have their work checked over by Debugging before hitting the activation switch is so that we can spot and fix these things prior to that point.

Those whose programming is so horribly glitched that even the best experts can't fix it to a sufficient level - or is so bad that the person never attains full sapience - are euthanized. Disabilities caused by physical injuries are treated in a similar fashion , the patient either has corrective surgery or transfers into a new body.

Disabilities caused by mental trauma are also treatable by our modern psychiatric medical practices which include medical telepathy to help the patient deal with their problem. Or in severe cases engram editing may be performed to excise or examine and treat certain painful memories.

In rural areas, it remains a great shame for a family to give birth to someone with mental illness. As a result, those with any sort of mental illness are hidden away from local society, usually in special hamlets on the outskirts of villages. The practice remains into the modern day, despite being frowned upon, if not outright illegal, by the Breheimian government.

The disabled will have a tough life ahead of them. They are typically stigmatized in society, although it is changing, slowly. Really slowly, with the north and the west accepting them moreso than the bible belt with their family values. Physical disabilities are much more accepted than mental disabilities, and if both get combined... you're worse off than both.

While they are legally required to be given equal service, it only applies to government services, and even then, it is only on paper, for they tend to receive inferior service and long waiting times.

Special education schools, while available tend to be private for really good schools, with public and Lutheran Catholic special ed. schools receiving very little funding (often in the single digits of lira per year). Ditto with special education classrooms, and indeed, abuse by teachers and educational assistants against the disabled in these schools/classrooms is common and a blind eye has always been turned. Only in some regions like West Geadland, Danzig, Bethlehem, and Inleda will these abuses be quite rare and frowned upon. Mainstreaming is really the best hope, but the EAs can and will abuse you (albeit less often than if you were in separate programs).

After you finish school, many parents quickly kick their children out when they turn 18, and either let them suffer or ship them to a care home, which in many cases is just as bad as special education schools, but a bit worse. They also contain sheltered workplaces. Those same regions (plus Gijirokastra) have tight regulations to make it better, so it is a bit pleasant there if you're in those areas. Otherwise, you're screwed.

If you wind up homeless (about 40% of homeless are disabled, followed by 30% being LGBTQ), or else express criticism, you can be arrested for communist activity and wind up in jail where you WILL suffer. Out of the severely disabled criminals, only 3 out of 100 finish their sentence, with most dying in prison.

From 1932 to 1971, if you had mental issues, you actually were sterilized by the national Board of Eugenics so you won't pass your genes. These days, you can get an abortion and many actually congratulate you for doing so. And prior to the 1970s and 1980s, there were institutions where you usually wind up.

But wait, you ask? What about jobs? Some can work! And yes, they do. But they typically are given the most dangerous tasks (to them) and paid very little (no minimum wage), often in the realm of 1 senti (1 lira = 100 senti), or three if you're lucky. Workplace abuse against them is insanely common, and nobody even bats an eye.
