The reason there aren't any "special needs people" is eugenics - Sidh ancestors were a select group of the best that Mankind had to offer, physically and mentally, and Sidhae have kept it that way ever since, immediately eliminating any sub-par individuals from the genepool. Humans tend to associate "elimination" with execution or forced sterilization, but actually we never had to resort to such drastic measures - carefully screening and selecting genetic material for future generations, and enforcing strict quality control over the embryos grown in a laboratoric setting in a controlled fashion is quite sufficient at ensuring that no defective subjects ever reach even self-awareness, let alone maturity.

Of course, in a human population with a contaminated genepool that is already infested with mental and physical deficients, sterilization of deficient members would have to be undertaken if their irresponsible reproduction cannot be otherwise curtailed. We try to integrate them into normal schools, we find that over time their differences will lessen that way. If they can't cope then unfortunately they have to go to a special school.
