The ultimate goal of Exxosia is to be a place where people can be free and happy on their own terms and ultimately cease to exist when the need for governments wanes.

The perfection (or near-perfection) of its citizens through martial skill and the advancement of civilization.

Plus, it also gets rid of scum, tyrants, and enemies of the nation along the way.

To create an enlightened society based on pure reason and to bring about a state in which all citizens are intellectually suited for life in such a society.

Prosperity for Nekronia, above all. Generally at the expense of other nations.

To create a peaceful, efficient and sustainable society by any means necessary.

The generally accepted definition to this document is that Stability, Prosperity (economic sense), Expansion (military, exploration, or diplomatic), and Social Order are the most important goals of the nation. It is also agreed that they take precedence in this order.

The words Peace and Liberty are used in this context in comparison to Chaos. "Peace" instead of rioting/looting etc... and "Liberty" instead of being trapped in social/racial/political ruts or arguments caused by a lack of control/order over society. These do not necessitate actual peace or liberty in the common sense.

Also, only the lines that end in a comma actually carry on to the next line elsewise read as individual sentences.

The document proceeds to dictate full powers of the Emperor/Empress, cites the original Clans and territories, and lays basic foundation of law and social order briefly.

The main goal is to reduce crime until it is existence is no longer here, making the economy rise. Two crows with one stone.

Brightest blessings;

I am confused. Why does a nation need a 'goal' other than the preservation of its people and their culture?

Brellach has existed for a thousand years, and her people longer than that. In that time, the Holy Queendom has faced many different challenges, and each generation of people have elected to meet them in different ways to the last. Each Divine Queen has been set different goals by the Goddess. Even the culture of our people has changed somewhat in the millennium since The Compact was signed, and they too have different ambitions and desires than their predecessors.

To believe that one's nation can have an overarching purpose, beyond its continued existence, is folly - whoever takes the reigns after we have joined the Goddess in Her Divine Light shall have a different purpose for the intangible thing than we do. You might desire conquest, but your descendants might desire peace, and your nation will change accordingly.

All we can do is ensure that Her Favoured Lands are protected from the darkness, and that Her people are afforded the opportunity to live as they will.

Such is the way of things.
