
The Nation of Rusikstan has begun the process of opening its borders to the international community. Below the Rusikstan Department Of International Affairs prepared the application process to acquire an embassy within the nation of Rusikstan. All embassies are of the same external design however the interior can be changed if requested. All embassies are located within the city of Dmitrigrad. If a nation wishes to establish an embassy within Rusikstan they must read the regulations charter and fill out the application below. Also provided is some information on the city and your nations future embassy

A sprawling urban city nestled against the gentle shoreline. Originally the capitol city was Selene in the northern province of Gorbanov. The city at Selene was built for the wife of the founder of the nation Boris Gorbanov. The city of Selene was a beautiful city with large notable buildings and home to many of the national corporations. Sadly the city became over crowed and choked with smog. Many acts were passed to try and clean up the city to no avail. The current Premier Dmitri Vladamiravich Vondierstier then declared it was time to construct a new capitol. A small clean little city then known as Franzburg , named after the sheep herder who founded it, was selected by a national lottery to be the location of a new capitol city. Corporations rushed to renovate and construct the new city. The Premier then renamed the city after himself and thus Dmitrigrad. He then passed several clean air acts and regulations to prevent his new city from becoming as chocked with smog as the old city is. Within 5 years of its selection it exceeded the size of Selene. The city now sits at 862 square miles and a population of 37.25 million including the metropolitan area it covers 1,143 square miles with a population of 48.35 million. It is the greenest and cleanest city in Rusikstan and possibly in the USN (though Belkron the Capitol of Central Belka also claims it is the greenest). It is recognized as the largest city in the USN. The city is powered by various sources such as the surrounding wind farms, the surrounding solar farms, the undercurrent farms off the coast, and several nuclear reactors located several miles outside the metropolitan area in the “Reactorvilles” as they are called (the waste is pressurized, de-radiated,and then compressed into cylindrical tubes in order to form Isonucleic-Bars that are able to be reused as military ammunition, rocket fuel and coolant and absorption bars in nuclear reactors).The city is renowned for its mandatory use of hydrogen and hydro-electric vehicles and ban on combustion and diesel vehicles within 100 miles of its metropolitan area. It is also known for its extensive parks and greenery project brightening the city and allowing the city to proclaim it is the city of cities and a model for the future.

Brief Outline of Regulations
Section I - Article I
General Diplomatic Privileges
All diplomats of foreign states are granted partial diplomatic immunity. That is to say that a foreign diplomat who commits a crime in Rusikstan will be charged and fined a monetary amount according to charge and penalty there of. However, the foreign diplomat will neither be detained nor harmed unless the situation escalates. Capital offences according to Rusikstan law include but are not limited to conspiracy to commit terrorism, murder and rape of any citizen of Rusikstan. The foreign diplomat in this position will be detained and tried to the full extent of Rusikstan law. Rusikstan law can include but doesn’t entitle one to a lawyer, court case, and a jury. Rusikstan law can enact a trial with out a jury or lawyer. Rusikstan reserves the right to deport any member of a diplomatic mission deemed to be in violation of any law. Rusikstan reserves the right to try any member of a diplomatic member to the full extent of Rusikstan law bar none.
Before diplomatic staffs are allowed to proceed on any diplomatic mission they will be examined for any substances deemed hazardous or illegal by Rusikstan International Customs Agents. Any substances found in this manner will either yield the person in question a fine of either 3,000 Reirs ( 3,000 Reir) or 2,000 universal standard dollars ($2000 USD). Forbidden substances include but are not limited to radioactive elements, dangerous chemical compounds, biological weapons, weapons of mass destruction, and all forms of recreational drugs. All weapons carried by normal diplomatic staff will be immediately confiscated, never to be returned.
Section I - Article II
Reserved Rights by the Nation of Rusikstan
Privileges that have been granted by the Nation of Rusikstan may be revoked at any time, should the need arise. In addition, any embassy deemed undesirable will be first kindly asked to leave. If the staff agrees to do so, then they will be given a paid first class airline transport back to their home country. If they do not agree, then the embassy will be stormed by Rusikstan Detainment Forces (RDF) and the staff will be detained and tried for conspiracy to commit terrorism. The charge to commit terrorism is based on the staff being held up in a secure compound, threatening the peace and security of surrounding embassies, and refusal to leave once it has been requested.
All structures used for embassy and diplomatic use are provided by the Nation of Rusikstan. The country that moved into that embassy is required to pay for all damage caused to any diplomatic structure. Embassies are subject to random inspection by Rusikstan International Customs Agents. If any substance deemed illegal in Rusikstan is not revealed beforehand, then the embassy staff in possession of said substance may be prosecuted to the fullest extent of the law. If the substance in question is revealed the charge will be lessoned based on co-operation.
Any embassy of any state, allied or otherwise, that is found to be knowingly harboring a figure that is wanted by the government will be placed under immediate lock-down. The embassy structure in question will be stormed by the RDF and thoroughly searched for the wanted fugitive. If the fugitive is found, then all embassy personnel will be questioned. If it is found that the staff deliberately hid the figure, then every staff member will be persecuted to the fullest extent of Rusikstan law and charged with conspiracy to commit terrorism.
Section I - Article III
Weapon/Armament Regulations
The number of armed personnel and their weapons must be stated. Weapons that are allowed to be housed in the embassy and brought into the Nation Of Rusikstan range from swords, sabers, and daggers to pistols, submachine guns, and machine pistols to assault rifles and battle rifles. Prohibited weapons include all explosives, all types of machine guns and any weapon with heavy armor piercing capability. Any weapon firing a caliber larger than 7.62mm is also not permitted
You may choose to have the Rusikstan National Security Force (RNSF) guard your embassy; The RNSF will use all resources at its disposal to defend your embassy and the embassy compound. If your embassy is destroyed in war or conflict that was engaged in upon by the Nation of Rusikstan, the government will pay the full price needed to reimburse those lost or injured.
If it is necessary, then the Nation of Rusikstan reserves the right to confiscate all weaponry under the threat of persecution by Rusikstan law and storming by RDF. Any illegal weapon found to be in the possession of an embassy will be confiscated, and the embassy fined either 13,500 Reirs ( 13,500 Reir) or 9,000 universal standard dollars ($9000 USD). If chemical, biological, or nuclear weapons are found in an embassy, then the embassy will be stormed, the weapons confiscated, and the embassy tried for conspiracy to commit terrorism.
Allied Nations of Rusikstan are not subject to the same penalties. Illegal weapons result in the weapons being returned to the home country, and weapons capable of mass destruction will be confiscated but will not result in a fine.
Section I - Article IV
Plants and Animals
All plants and animals must be declared by the government of the requesting country before they arrive in Rusikstan. If plants and/or animals are discovered during the security inspection, they will be confiscated. The embassy staff in possession of said plant or animal will be fined either 2,250 Reirs (2,250 Reir) or 1,500 universal standard dollars ($1500 USD).

Drugs
All types of drugs, except for those that are purely medicinal use and prescribed by a registered doctor, are illegal and forbidden for use by diplomatic staff. Illegal substances include but are not limited to marijuana, methamphetamine, and cocaine. Any drugs found will be burnt in a special incinerator and the staff in question fined either 90,000 Reirs (45,000 Reir) or 60,000 universal standard dollars ($60000 USD).
Alcohol isn’t illegal in Rusikstan. It does require, however, a special request and permit for alcohol to be brought in by the staff into the embassy compound; alcohol may be stored with a permit in the embassy of the country. The Quantity of Alcohol is limited to Twenty (20) liters per diplomatic mission. The Ambassador and his staff however must not be drunk in public or outside their embassy and once on the premises the alcohol can not leave the embassy or the compound.

Vehicle Regulations
All vehicles that enter the Nation of Rusikstan during a diplomatic mission must be allowed to be fully inspected under threat of confiscation. Once inspected, vehicles may be parked in the garage provided to the country on their embassy grounds where all their vehicles are to be parked. The Vehicles however must not be of a gasoline powered engine. The only vehicles permitted in Dmitrigrad are hydrogen engine vehicles. The previous capitol city was abandoned due to immense smog levels. The government then passed the Clean Exhaust Initiative which requires all vehicles within the capitol city’s limits and up to 25 square miles of the surrounding metropolitan area must be hydrogen vehicles. Imported vehicles can be converted by the Rusikstan Automotive Industry free of charge for the first three conversions the rest will require a fee of 30,000 Reirs ( 30,000 Reir) or 20,000 universal standard dollar (20,000 USD). The allotted fixed wing aircraft and Rotary Craft are allowed to be of gasoline origin be will be outfitted with emission reducing filter free of charge. Each embassy has room to store 3 rotary aircraft in specially designed garages that lead to a private helipad. The fixed wing aircraft can be stored at the Embassy Compound’s airport.

Embassy Location, Security, and Staffing Regulations
All embassies are located in the Rusikstan Embassy Compound in the north-west quadrant of Dmitrigrad. Every building is built to similar specifications and designs changes can be made if discussed beforehand.
Guards/Security Officers are limited to a maximum of twenty (20) unless discussed beforehand. Diplomatic staff, including general maintenance and ambassadorial staff, are limited to a maximum of fifty (50). The ambassador is not included. Any wanted specially arranged embassies that request other specified limits can be set by the Department of Rusikstan International Affairs.

The application (below) must be filled out truthfully and completely for a request to be reviewed and considered. If any information is found to be false and/or lacking it will result in a rejection. A rejection will require the rejected nation to apologize for the incomplete form followed by a completed form.
