When would a large trio of islands in the middle of the Indian Ocean be discovered, and by which nation? As relevance, there's a well populated indigenous population and I'm trying to figure out what sort of historical route to take to what leads up to today.

From a European perspective anytime from the mid 1500s to late 1700s would be plausible. Dutch, Portuguese, UK or France would all work as discovers. UK/France would also be plausible colonizers

depends on allot of things like funding, requirements, and area of coverage.

A small volunteer fire department may have little more than a facility or two, half a dozen engines and a few dozen personnel.

A large city may have thousands of full-time paid personnel, dozens of facilities and dozens more engines, ladder trucks etc.

Ambulance services are something else as well as you have funding, level of training, etc etc.

My county of 120,000~ or so people are serviced by 11 911 ambulances, however those who live on the edges of the county get serviced by other counties, as they have EMS stations that are closer.

A county near me has a population of 20,000 and only has 3 ambulances, however this service is also an Intermediate-only service, and cannot do paramedic-level procedures.

A fire company is usually just three to six people per shift.

The archetypal NYFD firestation usually houses both an engine and ladder company. Rural areas don't need as many ladder companies, though, and then there are all kinds of specialty companies that have developed as fire departments spend less and less of their time on fires.

Should we have a large under compartment for drainage water and a water pump to pump the water to prevent flooding?
Also a run down on waste and proper disposal of waste so as not to destroy the environment above.

As someone who lives on the ring of fire, lava flows are pretty low on the list of present dangers. Earthquakes? Sure. Lahar? Not where I am, but it's a consideration in a few places. Neither are something you build bunkers for though. Lava? Not a chance.

If you build an underground bunker in the path of a lahar you will just drown instead.

Where did you manage to build something it isn't on a tectonic plate?

Otherwise, you may as well ask why buildings don't fall off the earth as it spins. The tectonic plates are the earth's crust. Anything built on the ground is on a tectonic plate and moves with the tectonic plate. Unless you did something extremely stupid like build a structure spanning a subduction zone. Probably on the bottom of the sea.

What do you mean? A single state or expanding to different states in a federal system? Obviously this will vary between nations.
