Over the course of the past several months the Holy Aravean Empire has suffered through economic turmoil which has led to an increase in the prices of goods as well as inflation. In light of these developments several territories of the Empire have expressed a desire to secede in order to alleviate these economic problems. In response to these secessionist movements the Emperor has tasked the Imperial High Court to determine whether or the millenium old Writ of Union should be anulled and thus allow the dissolution of the Empire or is it possible for the Empire to reorganize into a different state.

1. Dissolve the Empire: Aravea would be broken up into its constituent states and would cease to exist

2. Reorganize the Empire as a Commonwealth: In essence this would mean the Empire would be turned into something similar to the Commonwealth of Nations

3. Reorganize as a Democratic Federation: Aravea would become something similar to the United States under this option

4. Leave the Empire as is

We would support the creation of a Federal Democracy as it help keep the nation of Aravea as a independent state with the addition of a democratic system. This would also give said regions a level of autonomy which would help with the easing of Separatist feeling with the ability for self governing (if only slightly). Although we would support a federal system similar to Germany rather then the United States.

I am of the opinion that keeping the empire as is is the best option. It's only been a few months, and measures could be taken ton try and return everything to normal.

Everyone can submit a proposal under 100charaters long to add or remove any law, tax, regulation, or government spending.
Everyone get equal tax funded daily air time on TV and radio who doesn’t opt out.
Yearly the ballot that is a list of proposals and laws is sent to all inhabitants at their home or wherever they are, to vote to pass proposals or remove laws.
Nothing is passed or valid without 75%+ of the entire nation’s approval. Everything that was not approved becomes void.
No judges. Only jury. The entire nation becomes the legislative branch. No president.

In detail:
Everyone is allowed to submit official proposal to the government ether by submitting to the government website, by mail, phone, government drop off sites, or official neighborhood meetings. All these methods are highly advertised to make sure people know how and where to submit proposals.
Everyone is mailed the address, #, drop of site address, neighborhood meeting address, and government website address, where they can submit proposals.
Official proposals aren’t allowed to be longer than 100 characters each.
Each person can only have 1 proposal in effect at a time, if they already have 1 in effect, if they submit a new one, the old one is automatically canceled.

The government website is 1 very simple website. People can easily click a large button that says proposals on the first page. There they can submit, or view, comment on, and vote on other people’s proposals, there are multiple categories. Everyone in the world, who has compatible technology and internet, can use the live chat feature on the website. The website is highly advertised.


Each official proposal in the nation, no matter how submitted, is publicized on the national government TV and radio channel, by category.
Each proposal in the state is publicized on the state government TV and radio channel.
Each proposal in the town is publicized on town government TV and radio channel.

A list of national official proposals are publicized via government channel monthly by category, and mailed to all inhabitants monthly.

The laws of Freemopia are broadcasted on each government channel daily.

The official neighborhood meetings are under 24-7 live public video surveillance, and are open at least day-light hours every day (typically one for every 100 people), that is broadcasted live on a local government TV channel. Anyone can attend. Everyone who attends gets equal time to speak on the high-quality microphone, and present pictures, videos, slide-shows… They must generally stay on topic of government and social issues. There they can vote on issues. People can virtually attend these meeting via video call.

Town assemblies that may typically consist of 1 for every 10,000 people can be created any time the people want to, and will be operated and aired like a community meeting.

Once a month, government workers try to set up appointments with those who want to participate, for when they should come over, if the government workers aren’t able to set up an appointment they just go to the door at a time they think the resident might be home, to give each inhabitant an amount of air time on the national, state, and local government channel. Anyone can opt out of this.

There are state and national government channels that broadcast special or important events occurring at neighborhood meetings, making sure each neighborhood meeting gets fair air-time on the state and national channels, and make sure inhabitants who want to be aired, get fair air time.
All neighborhood meetings and government recordings can be re-watched for free on the government website.
Those who record neighborhood meetings and government shows aren’t allowed to accept payments for air-time/recording someone, and they themselves are under 24-7 live public video surveillance.

New ways to help make sure everyone is able to easily participate in the process, and have their opinions known on issues, as well as different methods to try to most accurately assess the population’s desires, is being developed and tested.

A month before the ballot is sent out, voter information that includes telling inhabitants not to vote for proposals for new laws that they don’t 100% agree with, or just because someone told, paid, or coerced them to… is broadcasted over government channels and mailed to all inhabitants.
Voting is not mandatory. Everyone in Freemopia is allowed to vote.
Every year, the official ballot, that is a list of all of the proposals in the nation, as well as a list of the current national laws (that is about 1 page long), are mailed to all inhabitants, there they can place a check mark in the pass box next to the proposals they want to pass, and a check mark in the remove box in the current laws they want to remove.
Government workers in orange jumpsuits, under 24-7live public zoomed in video surveillance broadcasted live on the national, state, and neighborhood government channels, who make the lists, mail the lists, retrieve the votes, and count the votes, are issued.
People are encouraged to, when the government workers come to deliver the lists and collect the vote, that the voter participates in being video recorded during the whole process of them reading the lists, check marking their vote, and returning it to the government worker, and if they don’t want to vote, that they are recorded refusing to vote.

The results of the vote, including if any laws have been added or removed, are broadcasted on government channels, as well as mailed to every inhabitant. At this time all inhabitants are also mailed 2 weather-resistant glowing signs that contains Freemopia’s laws, and 2 copies of Freemopia’s laws printed on paper.
Extra signs and copies are given for free to those who want it (up to a limit) that they can keep, or place in any public area.
