Nationstates is a simulated game about running a country. You can roleplay wars and purchases in the forums, and the issues that you see will affect your country. I suggest you visit the faq for more info.

You answer issues daily. Besides that, in the forums, you make up however you want your nation to be. you answer questions about your nation and ask others questions about their nations in the factbooks and national information forum.
You can telegram people if you want.
You can go to the world on the left side, and search for a "region" to join, or else you can join a region that someone asks you to join if you want.

A good starting point is reading the various threads pinned to each area of the forum. Most of the information you could need can be found there regarding roleplaying, war/international trade (a form a roleplay, as the game lacks a built in war function,) gameplay/regional politics, sports roleplay, World Assembly and how it works, as well as daily issues.

I also highly recommend spending some time just reading and getting a feel for how the community functions before jumping in. If you want help with roleplaying specifically, you can contact one of the roleplay mentors (look for the bright green usernames) for some pointers.
