Let's see here...gangs, you say?

There's Gang Casserole, who were actually working for a corrupt judge. They plant red herrings, destroy incriminating evidences, silence witnesses and look pretty darn intimidating. Other than that, they aren't much of a threat. They can easily be outsmarted by a bunch of high school students.

And then there's the Blacino Crime Family, who was already eliminated after a shootout with the police.

There's also a biker gang, whose members are mostly from the Nordic region. The former leader left this gang for a peaceful life from crime after his innocent wife was killed in a shootout with Gang Casserole.

Gangs are non-existent in Calusie after one gang, the FAC (Free All Calusians), committed mass suicide after they were all found trying to plan a massacre on the streets of Mynaami, in 2008.

There are only small gangs in Adab. There used to be larger gangs in the past, but the State Police has relentlessly - and successfully - waged war against them (and against crime in general within the nation) for many years, destroying many gangs and severely weakening the remaining ones, forcing them to abandon their bases in the cities for the smaller, more isolated towns and the wilderness.

Gangs are minor problems. Some are respectable in the sense that they have an "honorable code" of their own, while most just want destruction. Being part, working with, or having a connect to a gang can be punished by 10 years to life sentence

Zecatera is almost a large organization made up of gangs, since a large amount of control is local, and violence is not just our heritage, but is endorsed. Many Bionicle naturally join groups that fight for power, and our rediculously violent neighbors, the Skakdi War Conglomerate, are even more violent than us.

There are too many gangs around the Imperium to be named. Virtually every human ghetto has at least a few gangs that run things there. Since humans aren't subject to the protection of Imperial law, Imperial law enforcement doesn't bother with these gangs as long as their operations don't begin to extend into Sidh premises and involve Sidh citizens. More often, the Human Affairs Office prefers to cooperate with these gangs, supplying them with various goods they can then sell to the human populace at a profit, in exchange of the gangs keeping the human population in line and eliminating any potential rebels and dissidents in their steat.

Gangs in the ghettos are also tolerated because they provide various goods and services normally forbidden to Sidhae. Be it gambling, narcotics, ordinary prostitution or something more exquisite and depraved (child prostitutes, snuff victims, etc.), the gangs are always delighted to help out, provided the customers pay accordingly. Sidhae who frequent the ghetto to let off some steam and indulge their decadent fantasies they would normally be forbidden to are indeed among their most esteemed customers.

While gangs rule the human populace with an iron fist, using violence, intimidation and torture to coerce people into submission, their rule also has it's benefits - their subjects get at least some form of protection against Sidh depredations. There are always certain depraved characters around who like the thrill of inflicting pain, degradation and death upon defenseless victims - Sidh sadists prowling the ghettos looking for human victims to torture, rape and kill. The outcome of a series of such murders is usually another riot or uprising, which invariably results in massive destruction and casualties in the ghetto, casualties on the Sidh side as well, and generally a lot of noise and nuisance that Sidh authorities would best avoid. For this reason, Sidh authorities usually look the other way if such debauched characters disappear and later turn up dead, consequently warning every Sidh entering the ghetto that he does so at his own risk. Gangs in turn not only protect their fellow humans from their depravities, but also provide these same Sidhae an outlet for their desires in a controlled environment, where their dark passions do not endanger other humans besides the unfortunates about to become their playthings. There are child brothels, rape parlors and torture dungeons operated by the gangs along with conventional cathouses, speakeasies, underground casinos and zyme dens - for the right price, anything including life, flesh and anguish of innocents can be bought in the ghetto.

The gangs also have an unwritten obligation to protect Sidhae within their territory as long as they behave - again, to prevent riot and violence. If a Sidh, especially an influential one, is murdered or injured in the ghetto, it is virtually assured that the next day, the ghetto will be crawling with U-Sec troopers and Sidh friends of the victim looking for revenge, all armed to the teeth, very angry and with very itchy trigger fingers.

In any case, human gangs have become an important tool of control for Imperial authorities to use over humans, the relationship between gangsters and the Imperial government having become almost symbiotic.

Sidh gangs are, in turn, virtually non-existent, at least in the classical sense, since Sidhae regard themselves above street crime and disreputable occupations like pimping or drug dealing. Proper Sidhae who have chosen Freelancer lifestyle make a living as mercenaries, even though many of such mercenary groups are hardly different from common criminal gangs. Being forbidden by tradition and personal dignity to take up disreputable occupations like organizing prostitution, narcotic trade, gambling or other traditional underworld professions themselves, these Freelancers instead profit mainly from protection - smaller groups by hiring out themselves to the highest bidder and protecting his businesses and shipments from the depredations of competitors, the more powerful ones by charging a "protection fee" from lesser gangs in return of leaving their businesses and commodities in peace and keeping the competitors away.

New Oxford, Fireford, Janetown and Greenwood is the cities in my nation with most gang wars, murders, prostitutions and other criminal activities. The biggest gangs there are the Crips, Bloods, Fireford Street Gang, Chanco Cartel, New Oxford Street Gang, Janetown Triads, Greenwood Triads and Patriotic MC.

Major gangs in Tolmakia are nonexistent, at least since July 2014. Most gangs today are just minor wannabe kinds.
