In times of war and in cases of conscription and draft, is 5% of total population a good basis? I know too high a percentage can cause economic instability and such.

I'm basing the 5% based no the fact that IRL, North Korea sits at 4.9%

I mean the 5% only in times of emergency or draft. Not as a constant active military.

You agree beforehand on what is generally happening in the air and write descriptions of it. For a singular engagement you pre-agree on what would happen then act it out.

Of course only IMO but otherwise its impossible. If you RPed the Battle of Britain you wouldn't rp 500 individual battles. You would describe broadly the defences and tactics and then have fun by writing about the mood and atmosphere of the people and some ~PLANE ACTION~ without having to worry about someone replying I FIR MISSILES AT U (OCC : POST LOSS)

Never base anything on NK, ever. Just so you know, this is the country where 1 in 3 are in some way associated with the Armed Forces (Peasant Guard and such)

North Korea has spent half a century building her military forces to that level (I'm referring to the 5%), and has succeeded in so completely bankrupting the country that it is likely to make the cost of German unification look like a tea party if and when the day of peaceful (or violent) reunification comes.

If you want a war of survival (let us say WW2, for example, conscription setup), then you could have, at the very most most, 3%, even by NS standards.

You seem to want a militarised nation so (working with tact along the inflated NS guidelines):
I recommend a peacetime level of 1% (national service might be a good idea) by NS levels (the Russian are about 1/160, by comparison)
Wartime (not COIN, but a major geopolitical engagement between states) with normal draft of 2%
If you have Nazis at the front door, 3%

Just my view.

5% active forces (with conscription activated) will get you laughed out of an RP (of reasonable quality...), to put it lightly.

Expect battles with wind, snow, rain, and heat as mail couriers brave the elements to deliver letters of lost love and forsaken hopes to service family members around page 67. One particularly emotional moment will be when the commanding general of the Samozian Army receives a damning Dear John letter from his wife of 37 years.

With a maximum speed of 135 km/h, it has 24 standard Anti-Aircraft Turrets and 7 Heavy Fire Turrets. This aircraft has a standard crew of 35 crewmen.

1950's Dragomerian Aircraft Carrier

I don't think those airships are remotely possible beyond the realm of science fiction. The weight of the weaponry and ammo and the whole plane-carrying capacity doesn't seem possible except on lolheug ships that are more of a target to kill than a regular carrier.
