Embassy Program
The Venolian Dicastery of State, hereinafter referred to as "the Dicastery," has elected to effect modifications where its foreign affairs are concerned, to wit, the institution of the Institutum Legatorium, that it may encourage diplomacy with other states. It exhorts your state to complete an application for an embassy, consulate or consulate-general within the Imperium.

The entirety of the Rules and Regulations should be read. For the reaffirmation of select sections of the Rules and Regulations, some information is in boldface, in italics or in both.
- Political Status
- Embassies, consulates and consulate-generals are to be established in the interest of peace, security and the official representation of foreign citizens residing within the Imperium. Any militaristic actions shall be reviewed and approved by the Dicastery.
- Diplomatic missions and the land, upon which they are located, are property of the state owning the embassy; however, the area is under the control of the Imperium.
- Within the boundaries of General Assembly Resolution #22, diplomatic staff, including but not limited to the ambassador, are required to respect and obey Venolian law.
- States establishing embassies or requesting the Imperium to establish a diplomatic mission in their state must respect General Assembly Resolution #22 and provide appropriate diplomatic immunity to the respective diplomatic staff.
- Diplomatic, Service and Security Staff
- The maximum number of general diplomatic staff shall be thirty for embassies and ten for consulates and consulate-generals.
- Diplomatic staff are defined as those, who represent a state, protect its nationals and engage in relations with Venolian equivalents.
- The maximum number of service staff shall be sixty for embassies and twenty-five for consulates and consulate-generals.
- Service staff are defined as those, who support and maintain the embassy, consulate or consulate-general building and provide administrative and technical services.
- The maximum number of security staff shall be fifteen for embassies and five for consulates and consulate-generals.
- Security staff are defined as those, who provide protection and security to the embassy, consulate or consulate-general and its staff.
- Under major crises or distress, states may request the Dicastery to allow additional security staff to enter the Imperium.
- The embassy, consulate or consulate-general may contact law enforcement if immediate security is a significant concern, and additional law enforcement personnel may then augment the diplomatic mission's security staff.
- Armaments, Firearms and Weapons
- All diplomatic missions in the Imperium shall be entitled to bring weapons for self-defense purposes.
- All weapons shall arrive in the Imperium two weeks prior to the official commencement of diplomatic relations. The personnel, who will operate the weapons off embassy grounds, shall receive appropriate licenses, registration and certification as required by law prior to the receipt of said weapons.
- The only weapons permissible for diplomatic missions are listed below. Any weapons not compliant shall be confiscated by Venolian authorities.
- Semi-automatic assault rifles chambered in an intermediate caliber;
- Semi-automatic pistols, revolvers, single-shot pistols and multi-barreled pistols;
- Tasers; and
- Ceremonial swords.
- The number of permissible weapons shall be limited to one rifle and two sidearms per security guard. Each security guard shall be additionally entitled to a maximum of three other weapons. (Exempli gratia, Tasers, ceremonial swords, pepper spray, et cetera.)
- Vehicles and Transport
- All diplomatic missions in the Imperium shall be entitled to bring vehicles for transportation or leisure.
- All vehicles shall arrive in the Imperium two weeks prior to the official commencement of diplomatic relations. The personnel, who will drive the vehicles, shall receive notary certifications from the Imperium attached to their driver's license prior to the operation of said transport.
- All vehicles shall have diplomatic license plates in accordance with Venolian law.
- The vehicles permissible for use are listed below. Any vehicles not under any of the below categories shall be confiscated by Venolian authorities.
- Civilian automobiles and motorbikes;
- Light (12,500 pounds (5,670 kilograms) or less) civilian aircraft; and
- Civilian yachts or boats.
- All vehicles shall be unarmed; military vehicles or vehicles armed with weaponry shall not be allowed. Additional up-armor may be applied within the limits for diplomatic missions.
- All yachts and boats shall be moored at a location of the diplomatic mission's choice.
- All aircraft shall comply with Venolian law. As such, no diplomatic missions may be constructed with integrated helipads or aircraft launching systems; all aircraft shall be housed at a nearby airport, and pilots shall comply with Venolian law.
- The entire diplomatic mission may bring up to ten automobiles, one fixed-wing aircraft, one rotary-wing aircraft, one yacht and two boats.
- Miscellaneous
- All aforementioned rules and regulations enumerated and defined are valid and binding insofar as they do not intervene with or contradict the Doctrinae Venolianae or any other relevant Venolian legislation.
The application should be completed truthfully by the applicant or a duly authorized assign. Subsequent to the completion of the application by the applicant or a duly authorized assign, the application should be submitted to the Dicastery by the applicant or a duly authorized assign. A conclusion concerning the status of the application having been properly completed by the applicant or a duly authorized assign shall be attained, and it shall be declared and published within the period of one month.

[b]Title I:[/b]
• [b]Article I:[/b] Embassies belonging to a foreign State shall be considered sovereign Territory of the foreign State.
• [b]Article II:[/b] All Personnel on said Embassies shall be held accountable under Venolian Law, unless specific Provisions are agreed upon by the Imperium and the foreign State.
• [b]Article III:[/b] All Traffic to and from said Embassies shall not be interfered with or impeded upon by the Imperium; although, specific Corridors may be established.
• [b]Article IV:[/b] The foreign State shall be wholly responsible for the Consequences of all Events related to the Presence of Embassies in the Imperium.
• [b]Article V:[/b] All Agreements for Embassies on the Soil of the Imperium shall be given a minimum Evacuation Time of one (1) Year if said Embassy is closed or abandoned, unless otherwise specified by the Imperium at the time of the Agreement.
• [b]Article VI:[/b] All Activities at said Embassies shall be considered a classified Secret of the foreign State by the Imperium, and the Imperium will do its utmost to honor the Secrecy of the Embassy.

• [b]Article I:[/b] The Imperium shall not accede to nor honor any Alliance, Concordat, Treaty, Pact, Agreement, [i]et cetera[/i] that violates the [i]Doctrinae Venolianae[/i] nor shall it allow the Enforcement of any of said Documents unto the Imperium.
