Yeah, I think humanity went through a dark age in the Halo universe at some point, regressing to a level of technology equivalent to the 50s when it comes to the equipment of their ground forces. Hell, they still use cased 7.62 NATO (yet only have an effective range of about 300 meters) in their ARs, even though the cartridge is over 500 years old by the time of the first Halo game.
