That's just how Mauser barrels are. Even Mosin barrels taper (and by quite a bit), but the Mosin tapers gradually whereas Mauser barrels are "stepped."

Note the four sections: chamber area, beginning of barrel, first taper step (about halfway between the two black spots), and the second taper that is harder to see: it is right before the black mark nearest the muzzle.
